The City of Murphy seeks to add a Planning Manager to its dynamic team! Under general direction of the Assistant City Manager, The Planning Manager plans, directs, and supervises the activities of the Planning Division. This position directs planning initiatives, enforces the zoning, housing, and construction ordinances and codes, manages policy development, and facilitates the development process while overseeing the administration and processing of building permits.

Schedule Commitment
Monday-Friday 8am-5pm with after hours work required to attend assigned board meetings and Council Meetings.
Pay Plan
This opportunity is FLSA Exempt and budgeted on Pay Grade #42.
The pay plan range below is shown to represent opportunities for growth and development within this opportunity. We are seeking to hire between the Min to Mid-range of the pay grade shown dependent upon qualifications.

Mid $114,703.60
Max $133,820.86

Examples of Duties:
- Directs and participates in the development and implementation of goals, objectives, policies, and procedures related to city-wide planning and development.
- Creates short and long-range goals and objectives for the Planning Division in conjunction with City Council Strategic Plan.
- Reviews, manages, and processes complex current planning requests/projects in conformance with the Comprehensive Plan, Zoning Ordinance, and other adopted plans, studies, and development standards.
- Develops strategies to resolve conflicts in design standards, impacts, and community objectives.
- Answers inquiries and assists the public and developers with planning and technical review issues.
- Coordinates and assists with the Development Review Committee.
- Serves as staff liaison to appointed boards such as the Planning and Zoning Commission, Board of Adjustment, and the Historic Resources Advisory Board.
- Gathers, reviews, and prepares information for assigned City Boards and City Council.
- Makes recommendations for amendments to the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other land development construction related codes.
- Presents department issues, recommendations, requests, budgets, and projects at Council meetings and other work sessions, and prepares monthly status reports for Assistant City Manager.
- Coordinates the division’s activities with other City departments and outside agencies.
- Represents the City to intergovernmental bodies, neighborhood and civic organizations, and business and development associations. Serves on task force for special projects.
- Develops and implements policies and procedures related to the Zoning Ordinance, Subdivision Ordinance, and implementation of the Comprehensive Plan for the City.
- Responds to inquiries regarding City activities and matters; Investigates and resolves complaints.
- Oversees building permitting staff and ensures efficient and compliant permitting operations.
- Resolves policy and procedural issues as they occur within the division.
- Implements, reviews, and evaluates programs assigned to the division.
- Prepares the annual budget for the planning division.
Typical Qualifications:
MINIMUM QUALIFICATIONS
- Bachelor’s Degree in Urban Planning, Geography, Public Administration or related field.
- Five (5) years progressively responsible experience in municipal or regional planning is required.
- Two (2) years of supervisory experience.
- A valid Texas Class C Driver's License - driving record must be in compliance with City policy.

- Master’s Degree in Urban Planning, Public Administration or closely related field.
- Designation as an AICP certified professional planner.
