Full Time - Administrative Specialist for Property Maintenance
Department: Community Development - Teamsters 214 Non Supervisory
Job Summary
This is a specialty administrative position which provides support to the rental, short term rental, vacant building and nuisance enforcement programs. Work is performed under general supervision according to established policies, procedures and standards.
An employee in this position may be called upon to do any or all of the following essential functions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or logical assignment to the class. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
- Manages telephone calls, visitors and mail for the Code Enforcement division.
- Provides clerical support for the rental, short term rental and vacant building This includes registering properties, maintaining daily schedules for inspectors, invoicing fees associated with the programs, monitoring properties and maintain accurate records of incoming revenues associated with the programs.
- Provides clerical support for the annual noxious weed program., Includes receiving and logging of long grass and/or weeds complaints, scheduling inspections with the appropriate property maintenance inspector, communicating with property owners regarding potential violations, working with grass contractor on non-compliant properties, and maintaining accurate records of all noxious weed activities.
- Responsible for accepting and processing payments for the rental, short term rental, vacant building, and other code programs, includes entry into the BS&A and New World systems and end of day balancing.
- Interprets department policies, rules and regulations in response to queries from others.
- Responsible for entering program information in the BS&A system.
- Answers letters and general correspondence. Maintains organized records and files.
- Communicates with property owners, business owners, customers and others regarding applications, permits, payments and complaints. Ability to identify area of concern and direct to proper work group or personnel.
- Responds to direct requests for assistance from department directors, and City Manager.
- Assists the Code Enforcement Coordinator by managing telephone calls, visitors, and mail.
- Assists the Code Enforcement Coordinator with development projects.
- Performs other job duties as assigned.

Knowledge Of
- Municipal ordinances and programs pertaining to vacant buildings, rental housing and weeds/grass cutting.
- BS & A computer system.
- City code enforcement policies and procedures.
- Modern office practices and procedures.
- Principles and procedures of record keeping and filing.
- Methods and techniques for basic report preparation and writing.
Ability To
- Oversee and participate in the management of the vacant building registration program.
- Read, interpret, and understand property maintenance codes.
- Explain City Ordinances and regulations to property owners.
- Work with confrontation.
- Work independently in the absence of supervision.
- Understand and follow oral and written instructions and orders.
- Communicate clearly and concisely, both orally and in writing.
- Represent the City in a professional, responsible and trustworthy manner.
- Must possess excellent organizational and time management skills with the ability to work with numerous interruptions and work effectively under time constraints to meet deadlines.
- Excellent interpersonal skills when dealing with the general public, City officials and employees with the ability to respond to requests, inquiries and resolve code-related issues in a professional manner.
- Must possess excellent computer skills and have working knowledge of office software systems.
Minimum Job Requirements
- High School Diploma or GED required.
- Must possess and maintain a valid State of Michigan Driver's License
