Description
The purpose of this position is to protect citizens and property by enforcing applicable laws and providing various forms of civic service. This is accomplished by serving as commander of the following Divisions: Criminal Investigations Division (CID), Patrol Services, and Support Services. This position may also serve in the stead of the Police Chief from time to time as assigned. Other duties may include preparing and reviewing reports and correspondence, coordinating operations, managing finances, developing programs, coordinating activities with other departments and interfacing with other City employees and citizens. This position provides direction to other employees and reports directly to the Chief of Police.
Essential Job Functions
- Prepares and reviews reports and correspondence by researching information, reading, analyzing and correcting reports, making recommendations and responding to memos and correspondence.
- Coordinates individual division operations by reviewing and resolving issues, monitoring the progress of projects, supervising division employees, attending community meetings, coordinating resources and developing and implementing policies and procedures.
- Resolves issues by meeting with employees about personnel or operation issues, identifying the problem and discussing solutions.
- Manages finances by monitoring and approving expenditures, reviewing and submitting payroll, overtime and leave reports and is responsible for budget planning and preparation as assigned.
- Develops programs by addressing problem areas and specific concerns, researching possible programs, coordinating and implementing programs, conducting meetings with other departments, other agencies and the community and evaluating the success of programs.
- Coordinates activities with other departments by meeting with other departments and agencies, discussing and resolving various issues and working with and organizing projects as necessary.
- Supervises division personnel by meeting with personnel, scheduling shifts, reviewing shift performances, working to improve department operations and utilizing knowledge of the problem areas within the City and the skill levels of police officers.
- Responsible for career development track of division employees.
- Oversees training needs of division personnel.
Job Requirements
Formal Knowledge/Education
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Must have completed a management training program from an accredited institution equivalent to Leadership Command College (LCC), Institute for Law Enforcement Administration (ILEA), or the FBI National Academy (NA).
Experience
Over ten years of law enforcement experience with at least five of those years at the executive level. Candidates must show demonstrated progression through Police ranks.
Licenses And Other Certifications
Valid Texas Class C Drivers License
TCLEOSE Master Peace Officer Certificate

SUPPLEMENTAL INFORMATION
Reading
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
Math

Health & Dental Insurance
The City of Allen offers two PPO Medical Plan options for full-time employees. Vision insurance is included through enrollment in either of these plans. Employees also have the option of participating in an indemnity Dental Plan. Coverage is also available to all full-time employees and their dependents under these plans at group rates. Employee insurance coverage goes into effect the first day of the month following 30 days of employment.
Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $250,000 for each benefit.
Long-Term Disability Insurance is provided at no cost to full-time employees.
The City of Allen also offers optional programs that include Short-term Disability, Voluntary Supplemental LIfe, Dependent Life and Voluntary AD&D Insurance at group rates.
Flexible Spending Accounts
Participation in Flexible Spending Accounts through payroll deduction for Health Care and Dependent Care expenses is also available for full time employees.
Wellness Program
The City of Allen administers a wellness program for full-time employees which provides premium reimbursement for participation in various wellness programs throughout the year.
Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.
Holidays
Employees receive nine paid holidays per year, including one personal day.
Vacation
Employees with less than five years of service are eligible to earn 80 hours per year. An employee with five or more years of service is eligible to earn 120 hours per year. Employees with ten or more years of service are eligible for 160 hours per year.

- Vacation is accrued in 26 pay periods per calendar year.
SICK LEAVE
Employees earn 72 hours of sick leave per year. There is no limit to the amount of sick leave hours you may accrue.
RETIREMENT
The City of Allen participates in the Texas Municipal Retirement System (TMRS): All full time employees must participate in the Texas Municipal Retirement System. TMRS is a qualified tax deferred retirement plan underSection 401 of the IRS. Seven (7%) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City of Allen provides 2-to-1 matching contributions. The City of Allen also participates in Social Security.
Deferred Compensation
The City of Allen offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary , before taxes, to a retirement account.
Longevity
Employees who have been with the City of Allen at least a year receive $4 per month for every month worked.
UNIFORMS AND EQUIPMENT
The City of Allen supplies officers with their duty weapon, dress uniforms and most equipment. Costs of cleaning, and shoes or boots are incurred by the officer.
