The Airport Manager oversees the overall daily operations, safety, and administrative functions of the Heber City Airport. This role ensures full compliance with federal, state, and local aviation regulations while maintaining a safe, efficient, and customer‑focused environment. The Airport Manager supervises administrative and operational staff and collaborates closely with the City Manager, internal departments, City Council, and community stakeholders to comply with the Airport and Master Plans.
- Supervise daily airport operations, including airfield safety, maintenance activities, and emergency response procedures.
- Ensure compliance with Federal Aviation Administration (FAA) regulations, Utah Division of Aeronautics requirements, and all applicable City policies, including but not limited to minimum standard, rules and regulations, rates, and fees, and policies.
- Manage the issuance and monitoring of published NOTAMs.
- Work non-traditional hours as needed to maintain airport operations. Winter operations will require snowplowing immediately following snow accumulation at the airport. This may include early mornings, evenings, weekends, and holidays.
- Track and analyze revenue and expenses, including leases, fuel sales, and other income sources.
- Process all airport-related grants, including application, administration, and accounting.
- Coordinate with the FAA and UDOT on project scheduling and funding.
Qualifications
Required: Bachelor's degree in aviation management, Aeronautical Science, Public Administration, Business Administration, or a related field. Minimum of three (3) years of progressively responsible airport operations management experience, including supervisory duties.
Preferred: qualifications include a pilot's license, Accredited Airport Executive (AAE) designation, Certified Member (CM) designation, and proficiency with Microsoft 365 Teams suite, Spanish and English fluency.
