Description
This position provides skilled inspectional work in ensuring compliance with building and zoning codes, regulations and ordinances of the City of Elko.
DISTINGUISHING CHARACTERISTICS OF CLASS
Incumbent of this class shall demonstrate proficiency by performing the full range of duties as assigned. Incumbent of this class shall receive only occasional instruction or assistance as new or unusual situations arise, and must be fully aware of the operating procedures and policies of the City of Elko. Incumbent works independently in the field and is responsible for decisions which require technical judgment.

Incumbent does not supervise.
Essential Functions
(Performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential functions).
- Inspect commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations.
- Examine plans and specifications of new construction, additions and alterations to residential and commercial buildings to determine compliance with the provisions of applicable construction codes, ordinances and regulations.
- Inspect existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances and signs applicable business licenses ensuring compliance.
- Confer with architects, contractors, builders and the general public in the field and office; explain and interpret building codes.
- Issue correction and stop work notices as needed.
- This position also assists the City Clerk in maintaining current billing of water and sewer charges for vacant buildings.

Qualifications
Knowledge, Skills, and Abilities: (KSAs are the attributes required to perform a job; generally demonstrated through qualifying experience, education, or training).
Knowledge of
- Principles and techniques of building inspection and plans examining work.
- Building-related codes and ordinances enforced by the City, including the current Elko City building codes.
- General zoning and land use laws.
- Major types of materials and methods used in building construction.
- Accepted safety standards and building construction methods used in commercial and residential buildings.
- Applicable federal, state and local laws, codes and regulations.
- Use of standard office equipment, including: Computer, 10 Key calculator, cell phone, copy machine, and fax.?
Ability to
- Respond to requests and inquires from the general public. Communicate clearly and concisely, both orally and in writing.
- Foster cooperative and harmonious working relationships with professionals, contractors, building owners(s) the public and officials while impartially enforcing applicable codes and ordinances with firmness and tact.
Experience
Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
Six years of progressive responsible experience in the field of building trades, to include a wide variety of experience, which would allow the incumbent to have the background in all phases of building construction.
Training
Incumbent must possess a high school diploma or equivalent. Incumbent must have college or technical course work in construction science, or any equivalent combination of education and experience which provides the desired skills, knowledge and abilities.
License Or Certificate
Possession of, or the ability to obtain, a valid Nevada driver’s license.
Possession of or the ability to obtain the necessary certification requirements to perform the required job functions. Incumbent must obtain ICC Certified Residential Combination Inspector certificate within one year of hire date and ICC Certified Commercial Combination Inspector certificate within two years of hire date.
Supplemental Information
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, squat, climb, and lift 50 lbs.; exposure to cold, heat, noise, outdoors, vibration, confining work space, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
