Under the direction of the Deputy Chief of Police, the Emergency Management Coordinator assists with preparation, planning, and response during natural or man-made emergencies and disasters, pandemics and acts of terrorism including program activities and community preparedness affecting the Northfield community.
- Assists with the maintenance of and proposes updates and edits to the Emergency Operations Plan for the City of Northfield.
- Provides excellent customer service to all members of our community, inclusive of all races, genders, sexual orientations, religions, abilities, ages, national or ethnic origins, languages, citizenship status, socioeconomic status, and political affiliations.
- Oversee the maintenance and replacement of all outdoor warning sirens located in Northfield city limits.
- Coordinates and assists with the administration of the local Emergency Management Program in coordination with the Rice and Dakota County Emergency Management Programs.
- Responsible for interpretation and timely dissemination of information related to natural and/or man-made threats within the jurisdiction, to Public Safety and other city officials.
- Prepare emails, reports, and informational materials related to Emergency Management topics for distribution to the Council, City Staff, and the Public.
- Develop, maintain, and/or promulgate systems of notification and warning to the public.
- On a yearly basis, propose changes to the Emergency Management Plan for the City of Northfield. This includes meeting with the Northfield City Council to discuss the changes if requested.
- Support emergency preparedness operations and coordinate all City emergency preparedness efforts. Serves as a liaison to other city, county, state and federal emergency response agencies during training and/or incident response.
- Serve as a liaison with volunteer and non-governmental organizations (NGO) providing resources during training or incident response.
- Propose equipment and supply purchases for and maintenance of Emergency Operations Center (EOC) equipment.
- Coordinate operations within the EOC during all levels of training or activation.
- Work with county, state, federal and private sector personnel on damage assessment and assist in recovery activities in the event of an emergency.
- Presents informational talks or printed materials to educate the public regarding preparations and actions during emergencies.
- Perform all other duties as assigned by the Chief, Deputy Chief of Police or their designee.
- Must obtain the specified number of FEMA Emergency Management Courses as determined by the Department within the first 12 months of employment;
- Completion of the National Incident Management system training program certifications within (Two) years of employment.
- Possession of a Minnesota driver’s license or ability to obtain one prior to employment.
Preferred Qualifications
- Experience responding to actual disasters and/or managing/advising Emergency Response efforts in response to disasters.
- Previous experience creating and maintaining Emergency Operations Plans.
- Bachelor’s degree in emergency management, business or public administration or closely related major plus two years of related program management experience; or
- Associate’s degree in emergency management, business or public administration or closely related major plus four years of related program/project management experience; or
- Specialized training in Emergency Planning and four years of specialized experience (specifically in emergency planning)
- Spanish fluency.
Knowledge, Skills And Abilities
- Knowledge of Emergency Management services, including advanced level training in the Incident Command System (ICS) and other related state and federal systems.
- Experience in Emergency Management systems and applications.
- Substantial knowledge of the region’s geography, topography, demographics, road and street system, etc.
- Ability to establish and maintain courteous and effective working relationships with city personnel and the general public; maintains professional demeanor, tone, and conversations in all public areas of the city.
- Substantial knowledge of management and administrative techniques as they apply to emergency operations.
- Substantial knowledge of the City’s Comprehensive Emergency Management Plan, policies, procedures and program.
- Substantial knowledge of government structure and resources.
- Substantial knowledge of safety rules and regulations governing disaster relief and hazardous material.
- Substantial knowledge of communications procedures, equipment, and maintenance including radio systems, computer networks, and internet-based software.
- Ability to format, coordinate, test, exercise and evaluate contingency plans.
- Ability to respond effectively and quickly in deteriorating conditions.
- Ability to plan, coordinate, and direct the work of multi-functional groups operating under stress and pressure.
- Ability to evaluate potentially hazardous situations and initiate appropriate emergency response.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
- Ability to understand and follow oral and/or written policies, procedures, and instructions.
- Ability to prepare and present accurate and reliable reports containing findings and recommendations.
- Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks.

Weekly hours are flexible and varied. On average 208 hours per year, pending any unplanned events or other assignments. Additional hours may be needed to complete assigned tasks, especially in the event of an emergency or disaster.
Time and Location of work hours as arranged with the Deputy Chief of Police.
Early morning, evening, and weekend meetings and assignments as necessary to accomplish the Essential Duties and Responsibilities of the position.
Timely reporting to work on short notice, with a minimum number of absences. Responsible to provide their own transportation in response to training, work, or some incidents.
Eligible for hybrid telecommuting work.
