THE POSITION:is a member of the Finance & Treasury department and performs a wide variety of advanced professional, analytical, financial, budgeting, and other administrative duties in providing responsible staff support in the preparation, development, monitoring, and implementation of City budgets; conducts research and analysis in a variety of areas including financial planning and financial operations; and performs a variety of complex technical tasks relative to assigned areas of responsibility. Essential and other important responsibilities and duties may include, but are not limited to, the following:
- Assists in the coordination and preparation of the City's bi-annual budget by performing fiscal functions, such as budget preparation, expenditure, and revenue research and analysis, and providing technical information and guidance as necessary.
- Reviews and analyzes budget requests submitted by departments and prepares recommendations concerning departmental budget requests.
- Assists in the creation, distribution, and explanation of City budget preparation instructions, including bi-annual, mid-year and end-of-fiscal year processes.
- Participates in the preparation of mid-year and end-of-fiscal year budget reviews and prepares related budget revision recommendations for City Council approval.
- Researches administrative issues and conducts studies and produces documents recommending appropriate courses of action and strategies related to Department and Division activities.
- Participates in the preparation of City revenue and expenditure forecasts.
- Assists departments in budget implementation and budget change activities; and monitors the budget of assigned departments.
- Prepares reports for management review; assists in the preparation of and reviews organizational performance data for reports; assists other City staff in the preparation of staff reports having fiscal and/or budgetary impacts.
- Participates in developing and evaluating accounting procedures and fiscal practices; and recommends changes to departmental work methods and practices.
- Recommends and assists in implementing new or revised financial systems modules, procedures and records.
- Assist in the development and implementation of goals, objectives, policies, and priorities for the Department and assigned areas.
- Attend and participate in meetings, make presentations at interdepartmental, interagency, committees and professional meetings, attend Council meetings, as assigned.
- Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Stay abreast of new trends and innovations, legislation, regulations, and policies, in the field of budgeting, accounting, and other related areas to recommend and adjust procedures to maintain current knowledge and ensure compliance with prevailing laws.
- Perform related duties and responsibilities as required.

Experience:
- Three (3) years of increasingly responsible professional accounting experience performing (organizational-wide) operating and capital budgeting, or similar financial analysis is required.
- Budgeting experience is preferred.
- Experience working in a public sector agency finance environment is preferred. (Public sector agency includes Federal, State, County, City Government, Law Enforcement, or other government agency).
- Tyler Munis or other accounting software experience is preferred.
- Advanced proficiency with Microsoft Word, Excel, and Outlook is preferred.

Training:- A Bachelor's degree from an accredited college or university with major course work in accounting, budgeting, finance, or a related field, or any combination of education and expertise that provides equivalent knowledge, skills, and abilities is required.
- A Master's degree in accounting, budgeting, financial management, or a related field is preferred.
License and Certificates- Possession of a State Certified Public Accountant (CPA) license is preferred.
