The City of Carlsbad is accepting applications for the position of Grant Compliance Accountant. Oversees the financial management, compliance, and reporting of multiple federal, state, and local grant-funded projects and programs for the City. Performs a variety of advanced accounting and grant compliance functions and provides administrative and technical support to the Grant Programs Department. Ensures all grant-related financial activities comply with applicable regulations, policies, and reporting requirements, while supporting the effective and compliant use of grant funds.
- Collects, compiles, and maintains financial and disbursement records and other documentation related to assigned grant-funded projects and programs. - Prepares and submits reimbursements requests in accordance with grant requirements and tracks payment status.- Maintains detailed financial reports for each assigned grant or project. - Monitors grant budgets and expenditures to ensure compliance with federal, state, and local regulations. - Reviews and reconciles accounts regularly to ensure proper tracking of expenditures and revenue. - Reviews grant and projects budgets for accuracy and compliance with City policies and funding requirements/ recommends amendments and adjustments as necessary.- Assists in the preparation of the annual budget for grant-funded projects. - Tracks revenues and expenditures for grand-funded programs for inclusion in the City's Annual Audit report and other required financial reports.- May be assigned special projects. May be assigned other duties.Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying.
- Bachelors Degree in Accounting, Finance, Public Administration, or closely related field.
- A minimum of three (3) years of accounting, grant management, or governmental financial experience.
- Must have an excellent work history to include dependability and stability.
- Must possess a valid New Mexico driver’s license.- Proficient in reading, writing, and speaking English. Other Necessary Requirements
- Knowledge of generally accepted accounting principles and governmental accounting practices.
- Knowledge of federal and state grant regulations, including Uniform Guidance (2 CFR Part 200).
- Knowledge of office management practices and procedures.
- Knowledge of financial computer systems and grant management software programs.
- Ability to establish and maintain effective working relationships with other staff, department heads, and the public.
- Ability to analyze financial data and identify variance or compliance issues.
- Ability to follow and interpret complex oral and written instructions, grant agreements, policies and procedures.
- Ability to provide accurate and timely data and reports.- Ability to manage multiple grant-funded projects and deadlines simultaneously. Participates with department directors, projects managers, and other staff in grant monitoring, audits, and reviews. Prepares documentation and assists in responding to audit findings or compliance inquiries. Assists in the preparation of grant applications, including the development of projects budgets and supporting financial documentation. Supports the identification and evaluation of new grant opportunities in coordination with the Grant Programs Department.
Provides technical assistance and guidance to City departments regarding grant-related financial processes, compliance requirements, and reporting procedures. Supports the development and implementation of internal controls, policies, and procedures related to grant management and compliance.
