Summary
This position is responsible for managing a wide spectrum of construction and major maintenance projects extending from project initiation through to project completion and warranty walk through. Responsibilities include construction and maintenance related projects, tasks, and reports. Serves as construction and project manager for City construction projects as assigned.
Essential Functions
Major Responsibilities and Duties
- Monitor the schematic design and design development phases of the project to ensure that the City's requirements are being met. This will include attending all meetings and documenting discussions and resolutions. Record changes made to the program requirements because of budget requirements. Communicate this information effectively to Senior Management as directed.
- Attend City Council meetings and staff presentations as requested by Senior Management.
- Coordinate with design firms, users, and other agency representatives.
- Evaluate compliance with the City's approved requirements relating to approved scopes, budgets, and schedules at each milestone of the design process. Recommend any adjustments necessary to maintain budget and schedule.
- Confirm at each milestone that the construction materials specified meet the City's required standards. Notify Senior Management of any deviations from these requirements.
- Monitor and direct information supplied by the City to the project architects pertaining to City of site surveys and conditions, as-built drawings, utility information, etc.
- Monitor design schedules, design budgets, progress, and products specified for each project. Anticipate schedule problems and conflicts.
- Monitor submittal to and approval by all plan check and regulatory agencies in order to maintain the project timeline.
- Review construction cost estimates for the assigned projects developed by the architects on as needed basis.
- Review pay applications submitted by contractors for accuracy and reasonableness.
- Conform to policies, procedures, reporting formats, and systems required by the City's employee manual.
- Perform other duties as assigned.
Bid and Award Responsibilities
- Attend bid openings for each project or each section of the work.
- Assist in the selection of general contractors, vendors, and suppliers for each project.
- In collaboration with the architects; propose bidding strategy, prepare bidder list, and assist in conducting the pre-bid conference.
- Assist in evaluation of bids, and evaluate recommended award of contract. Assist architect in contract preparation.
- Immediately after the award of contract, begin assembling the necessary bonds and insurance submittals from the contractor(s).
Construction Responsibilities
- Attend and participate pre-construction conferences conducted by the project architect and the contractor.
- Attend and participate separate trade pre-construction conferences conducted by the contractor as required in the specifications.
- Monitor critical path schedule and progress as submitted by the contractor. Notify Senior Management of any impacts to the schedule that could delay the completion date.
- Monitor Request for Information Process to insure prompt response by all parties.
- Monitor Submittal Process to insure prompt submission and review.
- Review pricing on all proposed changes and work with project architect and contractor to resolve differences. Recommend approval when price and scope of work are acceptable.
- Review recommended payment requests for accuracy and forward to Senior Management when approved for payment.
- Verify that the contractor is keeping the as-built drawings current each month prior to pay request approval.
- Verify that specified testing and start-up requirements of equipment and materials are being met.
- Walk punch list with architect and contractor. Monitor completion of items.
- Assist in coordinating furnishings, fixed equipment, and other separately held contracts for each project.
- Schedule and coordinate start-up and commissioning activities with City personnel, including personnel training for each project.
Post-Construction Responsibilities
- Review Project Close-out Documents to make sure they are complete and meet the contract requirements.
- Verify that all warranties and as-built drawings have been received and are properly executed by the City.
- Prepare final report for each project, including project history, all related costs, list of contractors that performed the work, and any other pertinent information.
Qualifications
Bachelor’s degree in Construction Management, Architecture, or Engineering and 2 years of experience in commercial construction or any combination of relevant education and experience which provides the following:
Valid TX Driver’s License
Preferred Qualifications
- Strong leadership and mentorship skills.
- Minimum of five years of successful, documented experience in construction management.
- Excellent time and project management skills.
- Understanding of architectural design and construction industry with governmental municipal projects preferred.
- Ability to communicate effectively with architects, engineers, contract entities, governmental agencies, and City staff.
- Experience in the delivery of complex vertical projects and different delivery methods (Design-Build, Competitive Sealed Proposal, and Construction Manager at Risk)
- Documented experience with or serving as Project or Construction Manager in a CMAR/GMP or Design/Bid/Build project.
- Ability to handle multiple projects concurrently.
- Proficient in use of software including Microsoft Office and industry standard construction software.
- Ability to produce architectural construction documents for vertical construction projects using computer aided drafting (CAD) & specification writing software.
- Ability to obtain licensing within one year as asbestos Management Planner, Inspector and O&M Supervisor to inspect City of Lubbock facilities for asbestos containing building materials (ACBM), manage the City of Lubbock Asbestos Operations and Maintenance (O&M) team, provide asbestos awareness training for custodial staff, maintenance staff, or any other employee that may disturb ACBM and manage asbestos removal projects by overseeing the consultants and contractors.
- Oversee indoor air quality testing and environmental remediation projects.

- Work cooperatively with the public, bidders, contractors, other departments, and the City Council.
Physical Requirements:
- Occasionally climb stairs, ladders and other inclined surfaces;
- Frequently lift and carry up to 25 pounds;
- Push and pull objects;
- Occasionally rotate upper trunk to the left or right while sitting or standing;
- Place arms above, at or below shoulder height;
- Coordinate eye, hand and foot movement to operate a vehicle.
