Supervises the staff and activities of the Budget section within the Santa Fe County Finance division. Prepares and manages the County’s budget.
- Directs mid-year budget reviews and budget hearings. Plans, prepares and compiles annual appropriation requests and resulting operating budget. Prepares calendar, worksheets and budget instructions.
- Plans, prepares and compiles the annual appropriation request; conducts budget request hearings and participates in budget workshops with the County Board of Commissioners.
- Prepares and compiles annual operating budgets in accordance with appropriation request hearings and publishes the annual budget document in hardcopy and electronic format.
- Monitors revenues and expenditures. Reviews internal and external budget adjustment requests prior to evaluation by Finance Director. Upon approval by appropriate official, reviews and updates budget adjustments. Prepares budget adjustment requests during the fiscal year as needed; analyzes budget reports. Reviews capital requisitions to ensure compliance with budget and to assure all requests have been approved. Follows up with requesting department regarding outcome.
- Reviews out-of-cycle capital requests to ensure compliance with budget and strategic goals and objectives prior to Finance Director review.
- Reviews personnel action forms for budget compliance.
- Posts journal entries for budget changes and inter-fund transfers and to correct entry errors; briefs Finance Director and conducts budget hearings and meetings.
- Conducts month-end budget procedures.
- Performs annual reconciliation and close procedures for the budget. Assists with preparing and analyzing budget balances; prepares documentation to auditors to address questions.
- Reviews 5-Year Capital Planning Database annually to ensure accuracy and completeness.
- Directs, manages, and prepares Annual Budget Book for submission to GFOA in support of increasing transparency.
- Performs analysis of revenues and expense, develops budget policy and procedures; trains and advises employees in the budget process; and performs supervisory duties.
- Provides training regarding budget matters, both one-on-one and to groups of various sizes on budget-related topics.
- Supervises assigned projects, provides instruction and training for employees; makes independent decisions; plans and assigns work; and checks final work to ensure compliance with established policies and procedures.
- Recommends the hiring of new employees; recommends salary increases for employees; trains and motivates staff; recommends disciplinary action; assists in the resolution of grievances and/or complaints; provides feedback on work performance for employees; and completes performance evaluations for employees.
Knowledge/Skills:
- Knowledge of advanced budget theory, accounting principles and auditing methods used to collect and analyze financial data; of modern accounting systems procedures and their uses of governmental fund budgeting; capital budgeting, and performance measurement; principles of recurring and non-recurring budgets, of accounting and budgeting laws, regulations and manuals, and of modern office methods, procedures and equipment.
- Ability to accurately analyze, evaluate, summarize, and compile budget, accounting, and financial data; to exercise good judgment in analyzing organizational problems and making appropriate recommendations; to perform effectively under strict deadlines; to organize and present thoughts clearly and precisely in both verbal and written form; to establish and maintain an effective working relationship with supervisors, employees, and the public; and to supervise staff effectively.
- Excellent written and verbal communication skills.
- Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment; in presentation preparation; and in budget analysis.
- Bachelor’s degree in Accounting, Finance or related field; and
- Five (5) years of budget and financial administration experience, of which two (2) years must be in a supervisory capacity; or
- Any combination of education or experience in budgeting and financial administration or a closely related field totaling nine (9) years, of which at least two (2) must be in a supervisory capacity.
- Related education and experience may be substituted at a rate of thirty (30) semester hours equal to one (1) year experience.
Working Conditions:
Work is performed in an office setting. Work schedule shall include evening, weekend and irregular hours. May be required to travel rarely. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear. Clarity of vision at short distance is required. May be subject to CRTs and VDTs.

Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
