The purpose of this classification is to perform specialized/administrative work functions associated with enforcing city codes and ordinances, including landscaping, signs, weeds, litter, land use, garbage, sewer connections, parking, and revenue.
- Administers and enforces the provisions of city codes applying to landscaping, signs, weeds, litter, land use, garbage, sewer connections, parking, and revenue.
- Assists revenue department and law enforcement officials with violation issues and enforcement of codes.
- Patrols the city to identify code violations; picks up illegal signs.
- Reviews business licenses for compliance with zoning, parking, and buffer requirements; approves/disapproves business licenses.
- Reviews zoning for sign permits; inspects size of building frontage to verify compliance with sign ordinances; approves/disapproves sign permits.
- Notifies businesses of code violations; performs follow-up on code violations.
- Responds to questions and complaints related to codes and violations; provides information, researches problems, and initiates problem resolution.
- Provides education and information to the community about code requirements; meets with citizens, businesses, and other organizations for instruction on code compliance.
- Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or retains records as appropriate.
- Processes permits for all advertising signs.
- Prepares or completes various forms, reports, correspondence, permits, tickets, or other documents.
- Receives various forms, reports, correspondence, permits, business licenses, maps, manuals, code books, ordinances, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Operates a motor vehicle, shovel, measuring devices, two-way radio, personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e-mail, Internet, or other computer applications.
- Maintains file system of code violations and other departmental records.
- Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
- Communicates with supervisor, employees, other departments, city officials, law enforcement officials, planning commission, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
- Attends meetings; serves on committees and makes presentations as needed.
- Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities:
- Ability to effectively communicate, orally and in writing.
- Knowledge of basic arithmetic operations.
- Knowledge of criminal
basic laws, codes, ordinances, and new procedures. - Knowledge of constitutional case law as it applies to law enforcement.
- Knowledge of computer data entry systems and word processing applications.
- Skill in operating, maneuvering and/or controlling the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
- Ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Education and Experience: High school diploma or equivalent; supplemented by vocational/technical training in municipal code inspection or enforcement; supplemented by five (5) months previous experience and/or training involving municipal code inspection or enforcement; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses or Certifications: Valid State of Alabama driver’s license, use and carry of Taser and OC spray, as required by the chief of police. Maintains OC spray and Taser certifications as directed by the chief of police.
PHYSICAL DEMANDS: The work is light work which requires exerting up to 20 pounds of force. Work requires the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight. Some tasks require the ability to perceive and discriminate depth and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT: Work is performed in an outdoor environment. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, and traffic hazards.
