The Community Development and Relations Division of the Development Services Department is dedicated to fostering a vibrant, inclusive, and thriving City of Goldsboro by increasing affordable housing options, driving neighborhood revitalization, ensuring equitable access to housing and resources, and promoting an atmosphere free of discrimination.
The Community Development & Relations Manager serves as the visionary leader of this mission. This role oversees the daily operation of community development and relations activities. The Manager provides strategic leadership in the areas of Community Development Block Grant and HOME Investment Partnership programs, affordable housing, housing rehabilitation, and redevelopment efforts. By directing broad initiatives and ensuring macro-level funding compliance, the Manager empowers the division to achieve its strategic goals. This role is managed by the Director of Development Services.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.- Develop and implement a comprehensive vision for neighborhood revitalization and redevelopment.
- Directly manage and monitor funding allocation to ensure HUD expenditure timeliness standards (e.g., the CDBG 1.5 ratio) are met and maintained.
- Oversee comprehensive HUD compliance by monitoring IDIS activity, regularly review all program files, and supervise staff workload and activities to ensure departmental and operational goals are met.
- Prepare the Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), and Consolidated Planning and facilitate the submission in IDIS.
- Lead and facilitate all HUD-mandated public hearings and citizen participation meetings; present the Five-Year Consolidated Plan, Annual Action Plans, and Consolidated Annual Performance and Evaluation Reports (CAPER) to elected officials for formal adoption.
- Staff the Commission on Community Relations and Development (CCRD), working with them to address community-wide concerns and inform revitalization efforts.
- Proactively assist residents in forming and sustaining neighborhood associations or community watch groups.
- Identify and prioritize strategic grant funding opportunities to expand city services, providing executive oversight and grant writing for applications to the North Carolina Housing Finance Agency (NCHFA), USDA Rural Development, and other state/federal agencies.
- Prepare and deliver formal presentations and strategic briefings to the City Manager’s Office and City Council regarding the status of community initiatives, grant performance, and departmental milestones.
- Develop and execute a robust Community Engagement Plan to ensure the City’s active representation and leadership at key community-based initiatives, including the Wayne County Chamber’s Non-Profit Council, United Way’s U-CAN (United Community Assistance Network) initiatives, and the annual Point-in-Time (PIT) count.
- Direct and support reentry initiatives in coordination with the Wayne County Reentry Council, focusing on removing barriers for "returning citizens" and other vulnerable populations (such as the unhoused or those transitioning from rehabilitation) to ensure equitable access to housing and economic opportunity.
- Work with nonprofit agencies and other organizations in planning and conducting programs designed to eliminate racial, cultural and intergroup tensions.
- Lead, mentor, and develop a high-performing team by setting clear goals, providing actionable feedback, and fostering a culture of continuous professional growth.
- Optimize team performance by effectively delegating tasks, aligning individual strengths with business needs, and resolving conflicts swiftly and equitably.
- Performs other duties as assigned.
- Thorough knowledge of community development principles, including neighborhood revitalization, affordable housing, and redevelopment strategies.
- Working knowledge of HUD programs, including CDBG and HOME Investment Partnership requirements, compliance standards, and IDIS reporting systems.
- Knowledge of consolidated planning processes, grant administration, and federal and state funding requirements.
- Knowledge of public administration principles, including budgeting, strategic planning, and program evaluation.
- Knowledge of applicable federal, state, and local laws related to fair housing, civil rights, and community development.
- Knowledge of community engagement practices, interagency collaboration, and coalition building strategies.
- Knowledge of supervisory and management principles, including staff development, performance management, and team leadership.
- Knowledge of effective communication techniques for public presentations, stakeholder engagement, and reporting to elected officials.
- Ensures compliance with all applicable federal, state, and local regulations governing community development and housing programs.
- Serves as primary liaison with HUD and other funding agencies regarding program administration, reporting, and compliance.
- Provides strategic leadership for community development initiatives aligned with City goals and long-term priorities.
- Oversees grant administration, fiscal accountability, and timely reporting of all assigned funding sources.
- Evaluates program performance and recommends policy, procedural, and operational improvements to enhance effectiveness.
- Coordinates with internal departments and external partners to support housing, redevelopment, and neighborhood revitalization efforts.
- Leads community engagement efforts to ensure inclusive participation, transparency, and public awareness.
- Represents the City in meetings, trainings, and professional forums related to housing and community development.
- Identifies emerging community needs and develops strategies to address housing instability and barriers to opportunity.
- Ensures equitable access to programs and services for underserved populations.
- Maintains confidentiality of sensitive program, financial, and personnel information in accordance with City policies and applicable laws.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:- Bachelor’s degree in planning, community development, community relations, public administration, economic development or an equivalent combination of education and/or experience.
- Master’s Degree in these related fields is preferred.
- Minimum of five (5) years of direct work experience working with HUD funding (CDBG and HOME) and/or experience with state and federal grants management.
- Demonstrated experience in homelessness advocacy, reentry program management, or multi-agency coalition building.
SPECIAL CERTIFICATIONS AND LICENSES:- Must possess and maintain a valid North Carolina state driver’s license with an acceptable driving history.
