A Legislative Representative represents the Department of Water and Power, Harbor or Airports at meetings of the Los Angeles City Council or at meetings of other local, state or federal governmental and civic committees, agencies, and boards; serves as a liaison between the Department and local, state and federal elected officials, executive agencies and business/community organizations; builds and maintains relationships with local, state and federal elected officials to advance the Department’s advocacy priorities; identifies and tracks pending local, state and federal legislation impacting the Department or City interests, conducts detailed analysis of prospective legislation and policy on the Department, and advocates for legislation or budget Items beneficial to the City or the Department.
REQUIREMENT(S)/MINIMUM QUALIFICATION(S)
- One year of full-time paid experience with the City of Los Angeles in a class at the level of Senior Management Analyst performing duties as a liaison with the City Council/Council-Committees, Commissions, or Mayor’s office, concerning legislative matters; or
- Graduation from an accredited four-year college or university and three years of full-time paid professional experience in state or federal legislative and policy analysis, advocacy or intergovernmental relations.
A graduate degree from an accredited college or university in law, government policy, public policy, public administration, political science, liberal studies, or closely related field may be substituted for one year of experience lacking in Requirement #2.
PROCESS NOTES
- Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
- For qualifying work experience in Requirement #2, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional”, qualifying experience must be gained in positions requiring a four-year degree.
- Candidates completing the examination process may be contacted by the Personnel Department to provide required proof of qualifying degree. Applicants who wish to expedite this process may attach a copy of their qualifying degree or transcripts to their on-line application at the time of filing in the Attachments section.

- As a condition of employment, a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) is required at the time of appointment. Applicants will be disqualified or deemed ineligible for hire if their DMV record reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation within the last 36 months in any state or jurisdiction. The City of Los Angeles reserves the right to issue a notice of disqualification or ineligibility at any time before a final job offer is extended.
SELECTIVE CERTIFICATION
In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

The examination score will consist entirely of an evaluation of training and experience, wherein candidates may be evaluated on their knowledge, experience, professional background, personal qualifications and abilities. Emphasis will be placed on the following: Judgment and Decision Making: Fact Finding; Tact; Credibility; Oral Communication; Written Communication; Program Responsibility; Job Knowledge including knowledge of: Federal, State, Regional, City and Local legislation and regulation affecting the operation or control of the Department; the methods, techniques, and procedures of the Local, City, Regional, State, and Federal legislative and regulatory bodies; sources of information on proposed and pending legislation and regulation; and other necessary knowledge, skills, and abilities.

The Training and Experience Questionnaire will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps on how to complete the on-line Training and Experience Questionnaire. Candidates that do not complete the on-line Training and Experience Questionnaire as required will not be considered further in this examination. It is anticipated that the on-line Training and Experience Questionnaire will be administered during the period of
MONDAY, JULY 6, 2026 to MONDAY, JULY 13, 2026.
Training and Experience Questionnaires for all candidates who meet the minimum requirements and are in accordance with Civil Service Rule 4.2 as stated above, will be submitted to an expert review panel for evaluation. The expert review panel will assign a numeric score to each candidate based on an assessment of each candidate’s qualifications as described on the candidate’s Training and Experience Questionnaire. Unsolicited supplemental information will not be submitted to the expert review panel.

- The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
- In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
