The City of Ojai is seeking a skilled and motivated individual to lead our Transit Operations. As the Transit Operations Supervisor, you will oversee the daily functions of the Ojai Trolley Service, supervise transit staff, ensure compliance with safety regulations, and help provide excellent public transportation services to our community.
This position is available for immediate hire at 30 hours per week. It is expected to transition into a full-time, fully benefited position in July 2026, pending formal approval by the City Council.
Key Responsibilities
- Supervise Trolley Drivers
- Coordinate transit schedules and route planning
- Monitor vehicle maintenance and safety standards
- Ensure compliance with local, state, and federal transportation regulations
- Respond to customer inquiries and resolve service issues
- Serve as a backup trolley driver when needed to support service continuity
Qualifications
- Experience in transit operations or transportation management

- Possession of, or ability to obtain, a California Commercial Class C driver's license with Passenger Endorsement

JOB DESCRIPTION: TRANSIT OPERATIONS SUPERVISOR
DEFINITION
Under direction, to supervise, plan, and coordinate the activities and operations of the Transit Division within the City Manager's Department; to coordinate assigned activities with other divisions, outside agencies, and the general public; and to provide highly responsible and complex staff assistance to the Assistant to the City Manager.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Assistant to the City Manager or higher level professional staff within the City Manager's Office. Exercises direct supervision over Trolley Drivers.
Examples Of Important And Essential Duties
Duties may include, but are not limited to, the following:
Coordinate the organization, staffing, and operational activities for the Transit Division including service demand, transit routes, drivers, and equipment.
Participate in the development and implementation of goals, objectives, policies, and priorities for the Transit Division; identify resource needs; recommend and implement policies and procedures.
Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficien-cies.
Supervise, coordinate, and review the work plan for the Transit Division; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures.
Identify opportunities for improving transit service delivery methods and procedures; review with appropriate management staff; implement improvements.
Participate in the development and administration of the Transit Division budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.
Ensure compliance with applicable regulations and safety requirements.
Coordinate with City staff or private vendors for maintenance and cleaning of equipment.
Participate in administering the Sate of California Department of Motor Vehicles Commercial Driver licensing and testing requirements; ensure testing complies with applicable rules, regulations and mandates; plan and conduct monthly in-service training for retention of California Verification of Transit Training Certificate (VTT).
Oversee the collection and documentation of fares and ridership information.
Coordinate the maintenance, repair, and installation of trolley route signs, fixtures, benches, and shelters at trolley stops; maintain records of trolley stop projects.
Develop and distribute announcements, brochures, bus schedules, advertising, and press releases to promote transit services.
Represent the City at meetings regarding transportation issues with local, State and Federal agencies.
Serve as City liaison to volunteer, community, or business groups.
Coordinate transit services, operations, and activities with those of other divisions and outside agencies and organizations.
Provide staff assistance to the Assistant to the City Manager; prepare and present staff reports and other necessary correspon-dence.
Respond to, investigate and resolve inquiries and complaints regarding transit operations.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of transit.
Respond to the activation of the City's Emergency Operations Center (EOC) by assisting in coordinating the transportation of emergency personnel, resources, equipment, and supplies; assist in coordinating of emergency routes.
Perform related duties and responsibilities as assigned.

Minimum Qualifications
Any combination of experience and training that would provide the required knowledge and abilities is considered qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Three years of increasingly responsible experience in public transit operations, dispatch, paratransit services, or fleet route supervision.
Training: Equivalent to a high school diploma supplemented by college level course work in business administration, public administration, transportation planning or a related field.
License or Certificate: Possession of, or ability to obtain, a valid California Commercial Class C driver license with Passenger (P) Endorsement.
Possession of, or ability to obtain with the first six months of employment, a valid California Verification of Transit Training Certificate (VTT).

Essential duties of this position may require the following, with or without reasonable accommodation:
Ability to perform work in both office and field environments; ability to travel to various sites and locations; ability to sit, stand, and walk for extended periods; ability to lift and carry materials of light to moderate weight; sufficient visual acuity to read standard printed materials and computer screens; and sufficient auditory capacity to communicate effectively in person or by telephone.
