Class Characteristics: Under general direction, inspects and investigates privately owned dwelling units, new construction buildings and housing projects to determine if they meet housing property standards suitable for the Section 8 program, Housing Quality Standards (HQS), and HUD federal requirements. Incumbent works independently within established guidelines to inspect properties, audit tenant files, and contracts to meet Housing Authority requirements. The employee and supervisor, in consultation, develop the deadlines, projects, and work to be done.
Examples of Essential Functions:
- Inspects properties to determine whether they meet housing property standards for safety and livability in accordance with the City of Los Angeles Building and Safety Codes, HQS and HUD federal requirements; performs other inspections and audits as required.
- Reviews, documents, and analyzes tenant files; summarizes and prepares reports.
- Researches policy manuals to maintain Housing Authority conformity to rules and regulations.
- Determines comparable rents within a one-mile radius of properties being inspected.
- Submits written reports regarding inspection results.
- Based upon findings, recommends needed improvements to make property eligible for specific programs; coordinates maintenance and repairs with tenants and property owners; responds to tenant and owner inquiries.
- Completes and submits all necessary inspection forms.
- May be required to drive a vehicle to different sites and/or locations.
- Performs other related duties as assigned.
Minimum Requirements: High school graduation or equivalent, supplemented by three (3) years of experience in property inspection utilizing the City of Los Angeles Building and Safety Codes, or responsible experience in a directly related building trade; or an equivalent combination of training and experience.
Special Requirements: Must possess a valid California Class "C" Driver's License.
EXAMINATION

Experience Credit for HACLA AFSCME Employees
AFSCME members holding permanent status with the Housing Authority will be awarded experience credit of up to 5 points, with one point available for each completed year of service in an AFSCME position, to their final qualifying score in any promotional or open/promotional job bulletin for the following classification recruitments: Customer Support Representative, Eligibility Interviewer, Housing Inspector and Section 8 Advisor. Completed years of service shall be determined based on the date of the effective certified list.
