Responsible for budget preparation, budget administration, financial research & analysis, policy development and implementation, purchasing oversight, and financial related projects. Evaluate department & agency budget proposals and prepare related reports for administrative review. Requires a Bachelor’s degree in Accounting, Finance, or a closely related field. Minimum of three (3) year’s experience with financial reporting and budget preparation. Must have a thorough knowledge of applicable government accounting and reporting requirements under (GAAP). Any equivalent combination of education, training, and experience which evidences a comprehensive knowledge of finance and principles of accounting may be considered.

Plans and schedules the time frame for budget process and administers the distribution of all budget materials. Instructs and assists departments, City staff, and agencies in compliance with established guidelines and completion of budget forms.
Evaluates submitted departmental and agency proposals as to fiscal impact and prepares reports of findings for administrative review.
Meets with various departments and agencies to review plans, goals, objectives, and purchasing needs as required.
Performs professional fiscal analysis and research in support of the preparation and administration of operating and capital budgets, including compilation of data based on statistical studies and analysis of past and current years.
Prepares multi-year forecasts of revenues and expenditures, and advises on bond issues and debt services. Reviews operating and capital budgets periodically to analyze trends affecting budget needs.
Reviews all changes to the budget and provides budgetary control and analysis to departments on an ongoing basis, including daily requisition approvals.
Assists in developing long-range capital and financial planning strategies, recommends goals and objectives; assists in the development and implementation of policies and procedures.
Preparation of periodic financial statements, reports or projects. Assists departments and agencies in identifying, preparing, submitting, and administering grant proposals to various local, state, and federal agencies.
Identifies and prepares written budgetary controls. Assists in development of financial and regulatory policies and procedures.
Acts as primary support to the Chief Financial Officer in the financial administration of the City.
Supervises employees of the Administrative Department’s financial section, as directed.
Performs other duties as may be directed.
Bachelor’s degree from an accredited university in Accounting, Finance, or a closely related field.
Three (3) years of experience with financial reporting and budget preparation and execution.
Considerable knowledge of personal computer operation, word processing, complex worksheets and databases, and graphics software utilization related to analysis and presentation of reports.
Excellent oral and written communication skills. Ability to read and interpret complex statutes, ordinances and other regulations governing financial operations. Adequate knowledge and working skills of financial statistics and basic mathematical functions.
Thorough knowledge of applicable government accounting and reporting requirements and generally accepted accounting principles (GAAP).
Experience in the field of public sector or non- profit accounting.
Experience with relevant computer equipment and financial applications.
Any equivalent combination of education, training, and experience which evidences a comprehensive knowledge of finance and principles of accounting may be considered.
Work is performed in normal office environment.
Sitting for extended periods of time and use of computer keyboards is required.
Use fingers, hands, arms; lift/move up to 25 lbs.
