This is an exempt position.SUMMARY
Plans, supervises, and coordinates the operation of the division of fleet services which includes customer service, automotive and equipment maintenance and repair and fiscal integrity. Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, management control systems to ensure policies and procedures are adhered to by the staff, productivity and quality of activities performed by the division.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Plans and supervises the operation of the Fleet Services Division which includes the automotive repair services, equipment maintenance, tools, e-surplus and fleet administration
Follows the procedures, policies and processes
Determines repair requirements and replacement time of vehicles, and determines when a vehicle should be declared surplus and disposed
Supervises the maintenance of all City vehicle records and vehicle specifications
Administers the City's equipment management program
Develops, implements and maintains strategic, fiscal and capital improvement plans for the Fleet Services Division
Establishes objectives, plans and evaluates operations and the overall effectiveness of the division services
Ensures management control systems are in place to meet processes and procedures
Coordinates work projects and establishes priorities
Oversees projects in process and evaluates completed projects for compliance with laws, regulations, and ordinances
Determines standards and equipment necessary to ensure operational efficiency
Prepares division budget and administers same
Prepares specifications for recommended vehicular and equipment purchases
Develops and implements policies on matters pertaining to fleet activities and safety
Directs the maintenance of vehicle records on computerized systems
Directs the e-surplus program
Benchmark standards of performance, determine and apply labor standards in the maintenance, inspection and repair of motorized equipment
Monitors the work of staff for conformance with city and division policies and practices and provides assistance when problems arise
Attends meetings and provides technical assistance covering fleet programs
Prepares long-range plans for the division that include financial analysis and project review
SUPERVISORY RESPONSIBILITIES
Supervises approximately 40-50 employees in Fleet Services. Is responsible for the overall direction, coordination, and evaluation of the division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS

EDUCATION and/or EXPERIENCE
