Job Summary: This position provides leadership and operational oversight of the City’s Building Services team. This role is responsible for administering and enforcing all construction and zoning codes adopted by the City, as well as local ordinances and state laws related to building construction and use.
Essential Duties and Responsibilities:
- Leads, plans, and oversees inspections of buildings, structures and related electrical, plumbing and mechanical installations to ensure compliance with established codes and ordinances. Issues Certificates of Occupancy upon verification of code compliance.
- Reviews the work of building, electrical, plumbing, gas and mechanical inspectors and code consultants to ensure consistent interpretation and application of codes and ordinances.
- Provides clear guidance, technical interpretation, and information on codes and ordinances to building inspectors, design professionals, contractors, local officials and the general public.
- Establishes and maintains policies and procedures for inspection and plan review, including coordinating and managing the review of all building permit applications.
- Oversees the training, development, and technical instruction of building, electrical, plumbing, and mechanical operations employees.
- Directs and coordinates the code review and adoption process, including preparation of local code amendments.
- Enforces the City’s Sign Code regulations, including the issuance of sign permits.
- Provides staff support and project coordination to various committees and boards as outlined in the Rapid City Municipal Code.
- Drafts and proposes ordinances and ordinance revisions to support safe, consistent, and modern building practices.
- Oversees the development, management, and implementation of the City's addressing system.
- Builds and maintains strong working relationships with other departments, contractors, developers, and elected and appointed officials to support efficient processes and excellent customer service.
- Oversees the testing and licensure of Class A, Class B, roofing, mechanical, electrical, plumbing, sign, gas, and house moving Contractors, including journeymen and apprentices. Manages unresolved complaints and revokes licenses as necessary.
Qualifications:
- Bachelor’s degree in business, public administration, architecture, engineering, or related field required.
- Six years of progressively responsible experience in building code enforcement or construction required.
- Supervisory experience preferred.
- Must possess a valid South Dakota driver’s license or ability to obtain within 30 days from date of hire.
- Building Inspection, Plans Examiner, or Building Official Certification required.
Work Environment:
- Most work is performed in a setting where the employee may be exposed to moving mechanical parts, high or precarious places, fumes or airborne particles, outdoor weather conditions, and risk of electrical shock. The noise level in the work environment is usually moderate. The employee is regularly required to talk or hear and frequently required to sit, use hands to finger, handle or feel, and reach with hands and arms.
- The employee is occasionally required to stand, walk, climb or balance, stoop, kneel, crouch, or crawl, and taste or smell. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
