Emergency Management - Emergency Manager
General Purpose: Park County seeks an experienced and forward-thinking Emergency Manager to lead the countywide emergency management program. This position is responsible for strategic planning, preparedness, hazard mitigation, response coordination, recovery operations, public warning systems, and interagency collaboration. While the role offers remote-first flexibility, it requires regular presence in Park County for meetings, training, field assessments, exercises, emergency operations center (EOC) activations, and incident response. The Emergency Manager ensures Park County is prepared for hazards including wildfires, severe winter storms, flooding, hazardous materials events, infrastructure disruptions, and public health threats. The Emergency Manager provides program leadership, supervises the Deputy Emergency Manager, manages state and federal grants, engages with community partners, and advises county leadership during emergencies.
Essential Duties And Responsibilities
- Program Leadership & Administration
- Lead and manage the county's Emergency Management Program, including strategic planning, policy development, and annual work plans
- Supervise, mentor, and evaluate assigned staff, contractors, and volunteers
- Serve as the county's primary liaison to local, state, federal, tribal, and regional partners (including DHSEM, FEMA, USFS, CDPHE, sheriff, fire districts, municipalities, NGOs, and private-sector partners)
- Ensure compliance with all applicable statutes, regulations, and administrative requirements (e.g., Stafford Act, NIMS/ICS, EMPG requirements)
- Emergency Planning & Preparedness
- Direct development, maintenance, and execution of emergency plans (EOP, THIRA/SPR, Hazard Mitigation Plan, Recovery Framework, Debris Management, Continuity of Operations/Continuity of Government, Evacuation & Mass Care/Sheltering, Communications, etc.)
- Oversee countywide training and exercise programs; lead After Action Reports and Improvement Plan processes
- Maintain and improve alert & warning systems (CodeRED or equivalent), ensuring accessibility and rapid activation
- Emergency Response & EOC Management
- Serve as EOC Manager during activations; coordinate multi-agency response and resource management; respond as ESF 5 for emergency events
- Provide incident support to fire/EMS/law enforcement and field operations as appropriate
- Develop EOC Standard Operating Procedures, staffing matrices, credentialing, and resource typing
- Act as primary emergency operations advisor to the County Manager and Board of County Commissioners
- Mitigation, Recovery & Resilience
- Oversee hazard mitigation initiatives, including pre- and post-disaster project development and grant management
- Coordinate short- and long-term recovery efforts following incidents, including disaster declarations and FEMA reimbursement processes
- Maintain relationships with VOADs, NGOs, and long-term recovery groups
- Grants, Budgeting & Administration
- Manage all grant programs, including EMPG, HSGP, HMGP, BRIC, and other state/federal funding streams
- Oversee annual budget development and fiscal management for the department
- Ensure full compliance with reporting, audit, and record-keeping requirements
- Public Information & Community Engagement
- Develop and lead public education, outreach, and community preparedness programs
- Coordinate with and support the role of the Public Affairs Officer/Public Information Officer in public information functions during incidents; coordinate Joint Information System activities
- Build and sustain whole-community partnerships, including Firewise/Ready, Set, Go!, CERT/volunteer programs, and vulnerable population outreach
- Other Responsibilities
- Regular in-county presence required for meetings, EOC duties, events, and field operations
- 24-hour on-call responsibilities with frequent need for evening, weekend, and holiday availability during emergencies

Knowledge, Skills And Abilities
- Knowledge of emergency management principles, techniques, practices, operations, procedures; business; public administration; and other requirements
- Knowledge of emergency operations center functions
- Knowledge of tactical and strategic planning processes, procedures, techniques and applications
- Knowledge of current literature, laws, regulations, methods and techniques of disaster planning, prevention and response plans
- Strong communication skills (written, verbal and digital)
- Planning, analysis, and project management skills
- Ability to exercise considerable diplomacy and build coalitions in frequent, highly visible contact with Elected Officials, government officials, professionals, media, public officials, other organizations and citizens at various levels of authority and influence

Nature of Contact with Others: This position will have contact with County staff, emergency responders and the public on a daily basis in the course of exchanging information, emergency preparedness planning and training, and completing administrative duties. This position will have contact with vendors, emergency responders, and representatives from other government agencies on a regular basis while negotiating, coordinating or managing service agreements and/or grants.
Responsibility for property, materials, money, and confidential information: This position will require the use of the Emergency Management vehicle equipped with specialized equipment, cell phone, radio, and computers. This position is responsible for all equipment in the Emergency Operations Center. Confidentiality of information is based on the Colorado Open Records Act and any other applicable laws or statute.
Work Environment/Physical Requirements: This position works primarily in a typical office setting to perform administrative duties. For emergency events, the work is generally performed in the Emergency Operations Center adjacent to the office location. The physical requirements during an emergency may require the position to work for an extended period of time. Depending on the type of emergency event occurring, this position may be required to be on scene in an outdoor or indoor environment during severe weather or other uncomfortable conditions (such as snow, smoke, uneven train). Travel to meetings within the County and to other locations in the state will be required as necessary. Remote-first work is available for this position, with a designated schedule or in person office days to be determined with supervisor. Remote work requires reliable high-speed internet, secure workplace, and compliance with County IT/security standards and policies. While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to walk and sit; to use hands and fingers and to reach with hands and arms. The employee is occasionally required to stand. Specific vision abilities required by this job include close vision, color vision, depth perception and the ability to adjust focus. Occasionally the employee might be required to lift, push, and/or pull up 10-25lbs frequently and 26-50lbs occasionally during field deployment or to set up equipment.

Qualifications
Education
- Bachelor's degree in Emergency Management, Public Administration, Homeland Security, Environmental Science, Public Health, or a closely related discipline
Equivalent experience
- Eight (8) years of progressively responsible emergency management or related experience (such as law enforcement, fire service, emergency medicine) may substitute for a bachelor's degree
- Five (5) years of emergency management experience, including program leadership or supervisory responsibility
- Demonstrated experience with EOC operations, incident management, emergency planning, and interagency coordination
- Experience managing state/federal grants (EMPG, HSGP, HMGP/BRIC, etc.)
Preferred Qualifications
- Master’s degree (Emergency Management, Public Administration, Homeland Security or related)
- Experience in a rural, high-altitude, or wildfire-prone jurisdiction
- Prior experience as Emergency Manager, Deputy Emergency Manager, or EOC Manager
- Experience with hazard mitigation planning, THIRA/SPR development, and large-scale incident coordination
- Advanced ICS or emergency management certifications (PIO, Planning Section Chief, Operations Section Chief, All-Hazards certifications)
Special Requirements
- Certifications (or obtained within 12 months) FEMA ICS 100, 200, 300, 400, 700, 800
- NIMS/ICS position credentialing appropriate for leadership roles
- Ability to respond to Park County during activations, major incidents, or as needed
