Under the direction of the assigned supervisor, the Economic Development Technician performs a variety of technical and administrative support duties related to the collection, organization, research, analysis, and reporting of data for departmental operations; assists with budget proposals, detailed research, and the development of reports and recommendations; tracks departmental expenditures; maintains records and contract/project documentation to ensure accuracy and compliance; and performs related duties as assigned.

Essential duties and responsibilities may include, but are not limited to the following:
- Provides responsible technical assistance in the analysis, implementation, and monitoring of departmental programs.
- Performs research and statistical analyses; prepares budget recommendations related to assigned areas of responsibility, including researching past expenditures and projecting future budget needs; tracks departmental expenditures to ensure adherence to budgetary boundaries; and compiles monthly, quarterly, and annual operational reports.
- Collaborates with procurement staff to gather technical information and prepare requests for proposals for special projects; reviews and reports on program compliance with applicable laws, regulations, and ordinances.
- Attends professional organization meetings, committee meetings, departmental meetings, workshops, and other regulatory meetings as a representative of the City.
- Authors special correspondence; maintains accurate project records, documentation, and supporting material for the department; and ensures proper records retention and disposition.
- Responds to complaints and requests for information from the public and City staff.
- Performs accounting functions for all divisions of the department and affiliated associations, including preparing financial statements; managing accounts receivable, billing, collections, accounts payable, and bank account reconciliations; and assisting with budget recommendations.
- Prepares weekly, monthly, and annual reports.
- Assists with general office reception and performs other duties, as assigned.
- Operates a variety of office equipment and computer software, including scanners, photocopiers, printers, and other standard office technology.
- Safely operates City vehicles and equipment.
Education & Experience:
High school diploma or GED, supplemented by thirty (30) college semester units and two (2) years of experience in an advanced administrative position performing complex technical duties that require considerable independent judgement in completing special projects or assignments; or successful completion of the City of Victorville Internship Program. An additional thirty (30) college semester units may substitute for one (1) year of experience.
License(s)/Certifications:
Must possess a valid California class “C” driver’s license upon hire and maintain it throughout employment with the City of Victorville.

This position works primarily in an indoor office environment in close proximity to other employees but also performs work outdoors in the field, with exposure to weather conditions such as wind, heat, cold, and rain. Incumbents are exposed to conditions normally encountered in a business office environment.
