The City of Oxnard’s Public Works Department, Environmental Resources Division, is seeking a highly organized and motivated
Collections Supervisor to oversee daily commercial solid waste, recycling, and organics collection operations, while also providing operational support and coverage for residential and roll off/industrial collection services as needed.
The ideal candidate is an operational leader who enjoys solving problems, leading people, and using technology to improve service delivery. This individual is organized, analytical, and adaptable, with the ability to balance field supervision with the administrative responsibilities necessary to support a modern municipal collection operation.
Successful candidates will have experience coordinating daily operations, supervising employees, utilizing technology to monitor performance, analyzing operational data, preparing reports, managing competing priorities, and communicating effectively with employees, customers, management, contractors, and the public.
We are seeking someone who can think strategically while remaining engaged in day-to-day operations; an individual who can lead in the field, make informed decisions using data, embrace technology, continuously improve processes, and foster a culture of accountability, safety, operational excellence, and exceptional customer service.
As the Collections Supervisor, you will provide leadership and oversight of the City's commercial solid waste, recycling, and organics collection operations while supporting residential and roll-off collection services as operational needs require. This position combines field leadership with operational planning, data-driven decision-making, employee development, customer service, and administrative oversight to ensure safe, efficient, and reliable collection services.
What You’ll Do
Operations Leadership
- Plan, coordinate, prioritize, schedule, assign, and monitor daily commercial collection operations while providing operational support for residential and roll-off collection services as needed.
- Evaluate daily operational performance, staffing levels, route completion, service demands, vehicle availability, equipment utilization, and workload distribution to ensure efficient service delivery.
- Adjust staffing, routes, equipment, and operational priorities in response to changing service demands, emergencies, special events, and operational challenges.
- Conduct field inspections, route observations, service audits, safety reviews, and quality assurance inspections to verify work quality, operational efficiency, and compliance with Division standards.
Staff Leadership & Development
- Supervise, coach, mentor, train, evaluate, and support assigned employees while promoting accountability, teamwork, professionalism, safety, and exceptional customer service.
- Foster a positive, collaborative work environment through effective communication, employee engagement, performance management, and ongoing professional development.
- Identify training opportunities, address performance concerns, recognize employee accomplishments, and promote continuous improvement throughout the work group.
Operations Management, Technology & Analytics
- Utilize route management software, GPS systems, camera systems, Microsoft Office, Google Workspace, and other business technologies to monitor operations, manage workloads, evaluate performance, and improve service delivery.
- Analyze operational data, route performance, productivity metrics, customer requests, missed collections, overtime, equipment utilization, contamination trends, and other key performance indicators to identify opportunities for operational improvement.
- Review operational dashboards, reports, and system data to support decision making, improve resource allocation, and enhance overall operational efficiency.
- Coordinate staffing schedules, equipment assignments, vehicle availability, and operational resources to maximize productivity and maintain service levels.
Administrative Management
- Prepare, review, and maintain operational reports, schedules, inspection records, work orders, safety documentation, incident reports, customer correspondence, and other business records.
- Ensure accurate and timely completion of required documentation while maintaining organized electronic and paper records.
- Assist in developing reports, presentations, operational summaries, recommendations, and performance metrics for management.
- Support budgeting, purchasing, inventory management, contract administration, and other administrative functions as assigned.
Customer Service & Collaboration
- Respond to escalated customer concerns, service requests, operational issues, and community inquiries using sound judgment, professionalism, and effective problem-solving skills.
- Collaborate with Fleet Services, Customer Service, contractors, vendors, other City departments, and management to resolve operational issues and improve service delivery.
- Serve as a technical resource for employees regarding collection procedures, safety requirements, operational policies, customer service expectations, and Division practices.
Safety, Compliance & Continuous Improvement
- Promote and maintain a strong culture of safety by ensuring compliance with applicable federal, state, and local regulations, City policies, and Division procedures.
- Investigate and document vehicle incidents, employee injuries, service disruptions, customer complaints, operational concerns, and other field issues while recommending appropriate corrective actions.
- Participate in route optimization, technology implementation, process improvement initiatives, operational planning, and development of standard operating procedures that improve efficiency, customer service, employee safety, and operational performance.
Payroll/Classification Title: Maintenance Crew Supervisor
Supervision Exercised/Supervision Received
Incumbents supervise paraprofessional and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Receives general supervision on routine items that are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.
Distinguishing Characteristics
This classification is distinguished from the Maintenance Specialist, Senior in that it provides direct supervision of assigned crews, staff, and/or first-level supervisors.
WORK SCHEDULE: May vary based on operational needs, service demands, staffing levels, emergencies, special events, and departmental assignments. This position primarily supports field operations that may begin during early morning hours and will regularly require Saturday work as part of the normal operational schedule. This position may also be required to work evenings, holidays, and additional hours as necessary. Work is performed in both office and field environments. The City does not offer hybrid or remote work.
Essential Functions
(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)
- Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures; ensures adherence with safety policies and procedures and applicable codes and regulations.
- Plans, oversees and reviews maintenance and operations work of assigned crews in facilities maintenance, streets maintenance, fleet services, construction project management, traffic signals, refuse/recycling/green waste collection and/or parks maintenance areas; provides support by performing advanced-level maintenance and operations work; performs inspections to review safety, work quality and scheduling.
- Serves as a technical resource and assists in the training and development of staff on equipment, safety and operational practices and procedures; responds to inquiries and addresses service concerns and issues.
- Maintains and oversees inventory of materials, tools and supplies; researches product and expense information; initiates replacement of required inventory; prepares, reviews and maintains reports, schedules, work orders, records and documentation related to assigned operational area.
- Prepares and submits budget recommendations and monitors expenditures; may identify required capital improvements and work to secure funding; may administer contracts.
- Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
Education
- High School Diploma or GED
Experience
- Five (5) years of leadership experience
- Experience related to solid waste operations highly desirable
License/Certification
- Valid California Class A or B Driver’s License with a satisfactory driving record
- SWANA Managing MSW Collection Systems certification is desirable. The ability to obtain the SWANA Collection Systems certification within six (6) months of appointment is required

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; “Classic” members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation
The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings
The City contributes 1% to a retirement health savings account.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health And Dental
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance.
Holidays
The City observes 12 holidays per year
Life Insurance
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.
