Budget Analyst 4 – Operating Budget and Federal Aid
The Louisiana Department of Transportation and Development (DOTD) is seeking qualified applicants to fill
two Budget Analyst 4 vacancies within the Budget Section of the Office of Management and Finance. One position will support the
Operating Budget Unit, and the other will support the
Federal Aid Unit.
These positions perform advanced budget preparation, analysis, monitoring, and reporting activities. Depending on the assigned unit, the selected candidates will analyze departmental revenues and expenditures, prepare and process budget adjustments, manage federal funding activities, monitor project funding, and provide technical guidance to DOTD personnel. Applicants with experience in budgeting, financial analysis, federal funding, grants management, accounting, auditing, project management, or governmental finance are encouraged to apply.
Applicants may be considered for either vacancy based on their qualifications, experience, and the operational needs of the Department. The Operating Budget position focuses on departmental budget preparation, expenditure and revenue monitoring, budget adjustments, and fiscal reporting. The Federal Aid position focuses on managing Federal Highway Administration funding, project authorizations, funding modifications, and project closeout activities.

Minimum Qualifications
Six years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
Six years of full-time work experience in any field plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
A bachelor’s degree plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
Experience Substitution
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
Job Duties and Other Information
Depending On The Assigned Unit, Duties May Include
- Prepares, reviews, and processes departmental operating budget documents, budget adjustments, fiscal impact information, and other financial reports.
- Monitors program expenditures and revenues, identifies financial trends or funding concerns, and recommends corrective actions.
- Analyzes financial information using LaGov, business intelligence reports, spreadsheets, and other data sources.
- Assists with responding to budget and financial information requests from DOTD management, the Division of Administration, legislative entities, and other stakeholders.
- Manages Federal Highway Administration funding activities in LaGov and the Fiscal Management Information System.
- Reviews federal funding balances, project authorizations, funding modifications, project agreements, and final vouchers to ensure sufficient funding and compliance with applicable requirements.
- Coordinates with DOTD sections, project managers, and external agencies regarding federal project funding, permits, clearances, project end dates, and required documentation.
- Provides technical assistance and training to DOTD personnel regarding budget processes, funding requirements, financial systems, and applicable policies and procedures.

Appointment Type: Probational (open to all qualified applicants), Promotional, or Job Appointment or Detail to Special Duty
Compensation: These positions have a
Special Entrance Rate (SER) of
$2,227.20 biweekly . Additional compensation may be considered for applicants who possess extraordinary
job-related qualifications or credentials in accordance with State
Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval, verification, and applicable pay limitations.
