Description
The City of Heath is seeking an experienced and strategic leader to serve as its next Director of Public Works. This position oversees the planning, operation, maintenance, and improvement of the City's public infrastructure, including streets, utilities, and related services. The ideal candidate will have strong leadership skills, extensive public works experience, and a commitment to delivering exceptional service to the community while supporting the City's continued growth and development. The Director will work closely with City leadership, residents, developers, and regional partners to maintain and enhance Heath's high quality of life.
Summary
To lead, direct, and manage the city's public works department. Duties include planning, organizing, and overseeing the city's water, sanitary sewer, drainage, streets, and construction inspection services. Also responsible for planning and execution of capital projects and budget preparation.
Essential Job Functions & Other Important Duties:
- Plans, directs, organizes, and coordinates the activities of the public works department, including water provision, sanitary sewer, streets, and construction inspection.
- Prepares and submits operating and capital improvement budgets and recommendations to the city manager for the public works department and administers approved budgets.
- Conducts and participates in long-range planning initiatives, including projecting a broad plan of public works improvement.
- Supervises the Assistant Director of Public Works, the Administrative Assistant to Public Works and other assigned personnel. Through subordinate supervisors and managers, provides leadership, direction, training, and performance management for all staff.
- Receives and investigates citizens' complaints about public works activities and takes or recommends appropriate action.
- Ensures that city signs and other traffic control devices are placed, maintained, and repaired in accordance with local ordinances, procedures, and policies.
- Ensures that streets, easements, rights-of-way, drainage, and property are properly maintained in a safe and efficient manner.
- Confers with and provides information to property owners, contractors, developers, engineers, architects and the general public regarding conformance to standards, plans, specifications and codes.
- Performs project development for complex projects such as capital improvement, including finalizing scope of projects, preparing bid summaries, conducting bid openings, preparing project budgets and preparing cost estimates.
- Oversees, administers, and coordinates services delivered through contracts and vendors.
- Inspects city facilities and work crews in the field to ensure that assignments are being carried out properly and that work quality and safety standards are being maintained.
- Prepares and submits reports and statistics to various agencies.
- Performs such other related duties as may be assigned.
Requirements
Education and Experience:
Bachelor’s degree in Civil Engineering, Environmental Engineering, Public Administration, Construction Management, or related field. A master’s degree in public administration, management, or a related field is preferred. At least 10 years progressively responsible experience in public works, water and wastewater operations, and infrastructure management; including three years of supervisory and managerial experience.
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
