Description

We are seeking a highly motivated HR Generalist to join our team in Tulsa, Oklahoma. This role plays a critical role in the overall success of the HR department as a trusted, go-to resource for employees and managers. This role requires a high degree of emotional intelligence and critical thinking/decision-making skills to work with all levels of management and staff effectively and positively. The HR Generalist will be responsible for HR projects, assisting in administering employee benefits, ensuring compliance with labor laws, and supporting our recruiting program through proactive strategies and growing our internship program. The Generalist will contribute to the development of HR policies and procedures, as well as, participate in employee relations and investigations under the direction of the Sr HR Director. The successful candidate will have excellent communication and organizational skills, the ability to work independently, and the ability to develop effective working relationships.

ESSENTIAL JOB FUNCTIONS:
Benefits:
1. Works with the Benefits Specialist to administer benefits, including enrollment, claims, billing, and communicating benefit information to employees.
2. Serves as a contact for benefits questions, concerns, enrollment, and administration of the benefit plan and policies.
3. Assists with administering employee benefits programs in compliance with carrier contracts, transmits necessary information to carriers, and ensures accuracy of information.
4. Serve as a backup for benefit presentations at New Hire Orientation, assisting new hires with enrollment, and assisting with open enrollment for all employees.
5. Assist with employee information maintenance with all carriers, Employee Navigator, and updating HR systems.
6. Assist with Health Care Reform Reporting (1095C’s) in Abila.
Human Resources:
7. Develops and recommends new or revisions to personnel policies to ensure fair and consistent treatment of employees; Edits, updates, and maintains THD’s Policy Handbook.
8. Conducts investigations as part of a team to respond to potential and actual grievances, employee complaints, and disciplinary situations. Prepares recommendations to resolve conflicts or preserve the legal position of the organization.
9. Coordinates and administers the FMLA process by tracking requests, communication, forms, certification, and documentation.
10. Coordinate the ADA process by working with managers to document and track requests for accommodation due to employee disabilities ensuring full compliance with local, state, and federal laws.
11. Review and update HR and employee related forms to ensure forms are current and
compliant, and all company related entities are using current and consistent forms.
12. Ensures that all records are maintained in compliance with state and federal laws, rules, and regulations through routine audits.
13. Provides support to employees in various HR-related topics such as leave and policy questions.
14. Compile data from multiple entities in preparation for annual audits. Gather and analyze data with useful HR metrics, like time to hire and employee turnover rates.
15. Participate and contribute to various THD committees as an HR representative.
Talent Acquisition:
16. Maintains the Health Department’s salary structure, including assisting in evaluating, establishing, changing, or eliminating position classifications.
17. Manages the job description database to ensure the creation and maintenance of accurate and updated job descriptions. Updates the salary structure, job number lists, and Intranet.
18. Responsible for the external recruiting process and achieving staffing objectives by regularly networking with passive candidates, building a pipeline of candidates, and developing a strategy for open positions.
19. Establishes the recruiting strategy and work plan by studying organization plans and objectives.
20. Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; and maintaining rapport.
21. Evaluate applicants by discussing job requirements and applicant qualifications with managers and by studying job descriptions and job qualifications. Advises in the creation of a recruiting and interviewing plan for each open position.
22. Manages intern program by working with managers to coordinate school agreements, student paperwork, and onboarding.
23. Conducts regular follow-ups with managers to determine the effectiveness of recruiting plans and implementation.
24. Researches and recommends new sources for active and passive candidate recruiting. Builds networks to find qualified passive candidates.
25. Completes required training in support of the duties and responsibilities of this position.
26. Other duties as assigned including those required to fulfill activities in support of public health emergency operations.

Typical Qualifications

QUALIFICATIONS/SPECIFICATIONS:
Education: Baccalaureate degree required. Master's degree preferred.
Experience: Four years of progressive experience in Human Resources. Two years working in Talent Acquisition and Benefits preferred. One year in a generalist or employee relations capacity is preferred.
Skills:
• Must be able to maintain a high level of confidentiality at all times.
• Developing and maintaining constructive and cooperative working relationships with others, encouraging and building mutual trust, respect, and cooperation among team members.
• Proficient in Microsoft Word, Excel, Internet Explorer, and Outlook, with a working knowledge of PowerPoint.
• Strong oral communication and language skills to establish and maintain business relationships.
• Ability to independently compose clear, concise correspondence.
• Knowledge of proper English usage, spelling, punctuation, and grammar, with excellent proofreading skills.
• Strong understanding of compensation best practices and market analysis.
• Must be able to work independently with little direction, self-starter, and multi-task. Be punctual and reliable.
• Must be able to concentrate and pay high attention to detail.
• Ability to follow oral and written directions and work effectively with others as a team.
• Strong customer service skills and ability to identify and resolve problems promptly.
• Must have analytical and problem-solving skills and the ability to work with large volumes of data.
• Bilingual (Spanish/English) a plus
Certification: PHR and/or SHRM-CP preferred. If no certification, must be able to sit for and pass the PHR and/or SHRM-CP within six months of hire.

INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:
• Internal contact with management and employees at all levels of the organization to resolve employment, compensation, payroll, employee benefits, and other employee relations-related issues; assists management in the formulation of staffing and employee development strategies which will improve the efficiency of their operation. Regularly deals with confidential information where disclosure could have significant implications on the effectiveness of personnel.
• External contact with partners, insurance carriers, consultants, and the public.

PHYSICAL EFFORT:
Must be able to lift materials, boxes of records, and equipment weighing up to 25-30 pounds. Some stooping, bending, and squatting may be required when retrieving files. Repetitive computer and telephone use. Sitting for long periods of time.

SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY:
Direct Supervision – None

Budget/Money/Material - Makes recommendations for budget development.
Reports to – Senior Director of Human Resources
Work Location – On-site

WORKING CONDITIONS:
Position will be located at the THD James Goodwin Health Center. Conditions include those found working in an office environment.

SPECIAL REQUIREMENTS:
• Must maintain THD record confidentiality according to HIPAA regulations.
• Must possess ability and willingness to perform job-related travel in Tulsa County area. 10% of time.

FLSA Status: Exempt.
