Duties Summary

Receives over-the-counter payments for a variety of bills, assessments, and other charges; determines the amounts to charge by applying various rules and laws; tallies cash and prepares daily cash receipts; assesses penalties and interest for delinquent accounts; and performs other related duties as required.

There is one (1) temporary full-time vacancy not-to-exceed November 30, 2024 with the Department of Finance - Vehicle Registration & Licensing Division in Hilo.

This Cashier II position is a career ladder position. The permanent class of work is Vehicle Registration & Licensing Clerk, SR-13, $3,589/month. Persons hired into career ladder positions must meet minimum qualification requirements for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series. 

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list.  Temporary appointment may lead to conversion to permanent appointment. 

Examples of Duties

  • Receives and records over-the-counter cash payments of current or delinquent accounts from the public and issues receipts.
  • Informs public of penalties and interests when delinquent payments are made.
  • Maintains various files of duplicate bills to ascertain application of payment when not accompanied with bills.
  • Verifies bills against remittances before issuing receipts.
  • Determines the amounts to charge the public by using various laws and rules.
  • Makes change, sorts, and counts cash.
  • Receives and receipts mail payments.
  • Balances cash receipts against receipt stubs and prepares a cash report to show distribution of cash received to the various accounts.
  • Maintains daily and monthly records of all collections.
  • Prepares bank deposit slips.
  • Prepares bills for special accounts.
  • May assist with other clerical work.

Minimum Qualification Requirements

Training and Experience: 
A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • four (4) years of clerical work experience,
  • one (1) of which shall have included responsibility for the collection and accounting for cash.

Substitution of education for required experience:  An Associate Degree in Business Technology, OATS, or Secretarial Science may be substituted for the two (2) years of clerical work experience.  (Scan and attach your official college transcript to your application.)

Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.  An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Ability to:  make arithmetic computations rapidly and accurately; handle cash rapidly and accurately; keep financial records; meet and deal effectively and tactfully with the public; operate office machines such as cash register, adding and calculating machines; learn applicable laws, rules, and procedures.

Physical Requirements:  Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
