Duties Summary

Reads and records the readings of water meters and/or uses hand held devices with data files to read meters; performs a variety of clerical work; and performs other related duties as required.

There is one (1) permanent full-time vacancy with the Department of Water Supply in Kailua-Kona.

The eligible list may be used to fill other Meter Reader I and Clerk-Meter Reader permanent and temporary vacancies as they arise during the life of the list.  Temporary appointment may lead to conversion to permanent appointment. 

Examples of Duties

  • Reads water meter and records readings manually in meter books, or uses hand held or automatic meter reading devices to read meters.
  • Uploads assigned route data file to hand held device; downloads completed route data file.
  • Prints variance report from data file.  
  • Compares water consumption figures with previous recordings and when significant discrepancy noted advises consumers of abnormal water consumption.
  • Advises and informs consumers of policies and regulations applicable to obstructions on or around water meters; may be required to trim shrubs or grass to read water meter.
  • Prepares and submits daily report of work required in the field.
  • Detects and reports evidences of water leakage, damaged meters, and outlets.
  • Receives complaints from consumers on service and main line leakages and reports same to supervisor.
  • Investigates complaints as directed.
  • Assists in the installation of service laterals and connections.
  • Prepares, checks, and processes forms, records, reports, applications, and other documents for accuracy, completion, and conformance to established requirements.
  • Prepares application for new, to discontinue, or to transfer water service for water consumers; verifies location on map, collects deposit, and processes application.
  • Prepares fieldwork orders.
  • Prepares requisitions for materials, assembles, and issues them to the requesting individual.
  • Takes periodic physical inventory.
  • Checks stock items for minimum levels and prepares requisitions for stock replacement.
  • Records labor time on time sheets and mails them to the main office.
  • Receives cash payments for current and delinquent accounts from the public and issues receipts.
  • Remits cash and receipts to the main office.
  • Operates vehicle to read meters on assigned routes.
  • Performs other related duties as required.

Minimum Qualification Requirements

Training and Experience: 
A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • two (2) years of clerical experience, some of which shall have included experience dealing with the public, and
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at the time of filing. (You will be required to submit your valid driver's license at time of hire.) 

Substitution of education for required experience:  An Associate Degree in Business Technology, OATS, or Secretarial Science may be substituted for the two (2) years of clerical work experience.  (Scan and attach your official college transcript to your application).   

Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.  An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of:  office practices and procedures; filing methods and systems; grammar, spelling, and word usage; public relations; the purposes and uses of standard office machines.

Ability to:  make accurate arithmetic computations; compare names and numbers accurately; keep records, summarize data, and prepare simple reports; operate standard office machines and equipment, including desktop computers and peripherals; understand and interpret laws, ordinances, rules, and policies pertinent to the department; operate a vehicle to read meters on assigned routes; follow oral and written instructions; deal tactfully and effectively with the public; work harmoniously with others.
