Position Information


Lead the charge in critical care,  join the EMS team in this vital role as the Assistant Chief of EMS Operations.
The Honolulu Emergency Services Department (HESD) is seeking an Assistant Chief of Emergency Medical Services (Operations). Under the supervision of the Chief of Emergency Medical Services, this position assists in administering the City's emergency medical services program with primary responsibility for overseeing all operational activities. Duties include but are not limited to:

  • Ensures the enforcement and compliance of policies and procedures for the effective, efficient and economical operation of the Division; reviews the workload of the Emergency Medical Service units; evaluates the performance of subordinates through direct supervision, job evaluations and review of ambulance reports and tapes.
  • Directs and implements corrective action as needed; directs the development of scheduling of courses to assure maintenance of skills at the desired level. 
  • Recommends adding, revising, and omitting existing policies and procedures. 
  • Conducts unit inspections on personnel, ambulances, storage of controlled drugs, etc. 
  • Periodically schedules meetings with unit supervisors to discuss new or proposed policies and procedures and to receive and disseminate pertinent information. 
  • Actively participates with investigations, grievances, and personnel issues; makes recommendations on resolutions. 
  • Receives recommendations for disciplinary action from Unit Supervisor; responds to, confers and recommends resolution of grievances; Initiates follow-up action as necessary. 
  • Operates a command vehicle to respond immediately to mass casualty or high profile incidents or emergencies; to address critical needs and meets with personnel out in the field at the various units or district offices.
Special Work Requirements: Available 24/7 as contact to the Director and the Honolulu Emergency Services Department during major incidents including, but not limited to all types of disasters, personnel injuries or death and mass casualties.

Equivalent to graduation from a regionally-accredited college or university with a bachelor's degree in emergency medical services, nursing, public health, public administration or a related field.

EXPERIENCE REQUIREMENT:
Four years of progressively responsible experience in emergency medical care operations or administration, one of which must have involved administrative experience in program evaluation and analysis, policy formulation and implementation or budget and personnel management.

Such experience must have demonstrated knowledge of the principles and practices of supervision, public administration, organization and management; local, State and Federal laws, rules, regulations, and ordinances pertaining to the provision of emergency medical services; advanced emergency medical theories, philosophy, laws, techniques, practices and procedures; medical terminology; public and private community resources and services relating to emergency medical services; provisions of pertinent collective bargaining agreements; budget preparation and control; principals of public relations; report writing; and the ability to plan, develop and implement an emergency medical services program; plan, direct, coordinate and integrate program activities; evaluate and develop program policies and procedures; identify and analyze operating problems and make sound decisions and recommendations; conduct research, analyze/evaluate data and information and prepare reports with recommendations; measure financial impact of programs; handle and resolve complaints and problems; administer pertinent collective bargaining provisions; evaluate problems and data and prepare reports with recommendations; communicate effectively both orally and in writing; develop and maintain effective working relationships with others.

Substitution:  A Master's degree in public health, health care administration, medical management, business administration, finance, or public administration from a regionally-accredited college or university may substitute for one year of administrative experience in program evaluation and analysis, policy formulation and implementation or budget and personnel management experience.
