Position Information

The City and County of Honolulu's Department of Transportation Services is looking for an Infrastructure Planner (Planner VI) to help the department develop and implement plans for new and modified multimodal services for both long and short range transportation plans. 

As an Infrastructure Planner (Planner VI) your duties and responsibilities will associate with long- and short-term multimodal operations and infrastructure planning and investments. Duties will include, but are not limited to:
  • Developing, implementing, and monitoring major technical planning studies and complex technical program projects. 
  • Leading public outreach and communications with various stakeholders, including special attention to traditionally under-served populations. 
  • Reviewing, analyzing, and recommending changes in multimodal services, connections, and infrastructure to improve productivity and performance. 
  • Responsibility for service integration planning, service change public processes, and operational implementation of multimodal services. 
  • Coordinating with other modal providers to improve multimodal options and modal integration across the region. 
  • Assisting with department-level analysis of system design, business process, data, technology, and change management. 
  • Responsibility for quality assurance measures and support necessary to monitor, review and analyze the performance of the operations and maintenance services contractor with regard to multimodal operations and infrastructure to ensure a safe, reliable, and customer experience driven service.  
This position will be filled on a temporary (limited-term) basis but may become permanent. If you qualify for the position, your name will be established to an eligible list. This list may be used to fill current and/or future vacancies in this and/or other departments.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.  

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelor's degree in urban or transportation planning, public administration, an engineering specialty or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Four years of experience performing major technical planning studies and/or complex technical program projects in the performance of multimodal operation and infrastructure planning work as a primary function in a large public or private transportation organization.
 
Such experience must have demonstrated knowledge of theories, principles, and practices of transportation, urban and regional planning; principles and practices of multimodal planning and their relationship to land use planning; project management techniques applicable to transit operations and projects; business process improvement techniques and methodologies; property and zoning requirements; multimodal operations and the roles of various modes and facilities; travel demand forecasting and quantitative methods; analytical, statistical research; and mathematical processes and procedures. Such experience must also have demonstrated the ability to develop and execute strategies to meet project and department goals; conduct comprehensive multimodal and infrastructure planning studies and projects; communicate project opportunities, risks, and constraints; optimize business processes; and prepare comprehensive reports and correspondence.  

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
