Job Title: Coordinator, Construction Site

General Summary: Under limited supervision of the Executive Director of Operations, assumes a key role in the implementation, supervision and enforcement of contract documents for new construction, renovation, and maintenance projects.
Essential Functions:
- Supports and upholds the mission, vision and strategic goals of Lexington County School District One.
- Effectively interacts, communicates and collaborates with district staff, immediate supervisor, subordinates, architects, engineers, contractors, vendors, administrators and all other stakeholders to foster productivity and quality work to enhance and ensure safety in the environment for student learning.
- Supervises all new construction and renovation projects within the district; inspects construction work conducted by contractors and sub-contractors to ensure compliance with contract documents. Ability to manage and schedule multiple projects simultaneously and independently
- Establishes bid specifications in accordance with district procedure; participates and assists in the coordination and/or selection of architects, engineers, and construction contractors.
- Reviews and verifies plans, specifications and architectural documents, performs value engineering and constructability studies and makes recommendations for changes prior to bidding projects.
- Effectively interacts and communicates with architects, engineers, contractors, subcontractors, project managers, project superintendents, and immediate supervisor to discuss project specifications and details, schedules, work quality and status, and related issues.
- Reviews and verifies cost proposals for change orders.
- Performs inspections of work in progress to assure quality and quantities prior to disbursement of funds; establishes and maintains quality control program; ensures compliance with established regulations, standards, plans and specifications; notes variances and explains need for correction to contractors and/or advises immediate supervisor of such variances; assists in preparing final punch-lists and discusses inspection findings with contractors at the close of projects.
- Receives and reviews contract documents, requests for payment, close-out documents, etc.; prepares various records and documents such as sketches and drawings, specifications, addendum, project schedules, daily job status reports, video recordings of work in progress, photographs, construction summary reports, etc.
- Assures contractors are maintaining as-built drawings, and provide all required close out documents, operation and maintenance manuals and warranties.
- Assists in the final occupancy inspection on new and renovated projects by South Carolina Department of Education Office of School Facilities and South Carolina Fire Marshall, and the issuing of the certificate of occupancy.

- Operates various types of equipment such as automobiles, computers, general office and technology equipment. Must be proficient in Microsoft Windows and Office products.
- Prepares and submits various records, forms and reports as required.
- Meets professional obligations through efficient work habits such as meeting deadlines, honoring schedules, and coordinating resources and meetings in an effective and timely manner.
- Ability to establish and maintain positive and effective working relationships
- Participates in professional meetings and training workshops as required.
- Performs other related duties as required.
Minimum Education/Work Experience:
- Bachelor's degree in Engineering, Architecture, or Building Construction or a related field
- Minimum five years of experience as an on-site supervisor/inspector in commercial K-12/OSF construction projects; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities
Preferred Qualifications:
- Demonstrated record of success on K-12 projects for public school districts in South Carolina.
- Evidence of excellent verbal and written communication skills.
- Evidence in the ability to lead a strong, vision-focused, service-oriented team of professionals across all aspects of construction, school facility maintenance, new school construction or school renovation projects.
- Evidence of the ability to define the program and fiscal needs in the budget development process, ensuring that fiscal resources address the mission of the district as related to new construction or renovation projects.
- Experience facilitating short term and long-range planning and scheduling.
- Experience in interpreting and implementing policies, regulations and directives of federal regulation, district policy and South Carolina Department of Education/Office of School Facilities guidelines related to new construction and renovations.
- Experience in interpreting and implementing policies, regulations and directives of federal regulation, district policy and South Carolina Department of Education/Office of School Facilities guidelines related to existing building facilities.
- Experience in interpreting and implementing policies, regulations and directives of federal regulation, district policy and South Carolina Department of Education/Office of School Facilities guidelines related to general maintenance and operations.
- Demonstrated record of success in interpreting data and leading strategic initiatives that resulted in measurable improvements.
Knowledge/Skills: Knowledge of the policies, procedures, and activities of the school district which pertain to the specific duties and responsibilities of the position. Knowledge of school policies, procedures Office of School Facilities guidelines, and operations. Ability to demonstrate proper maintenance, safe operation, and utilization of equipment, materials, and supplies used in daily activities. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and to complete work without the need for direct supervision. Ability to maintain confidentiality of employee and student records and information. Ability to interact and communicate in an effective and professional manner with supervisors, co-workers, teachers, students, and the general public.
Working Conditions: Administrative work is conducted indoors with no significant exposure to environmental conditions. Conducts work outdoors with exposure to discomforting conditions such as heat, cold, humidity, noise, dusts, and heights. Job requires operation of equipment such as a vehicle and general office equipment. Routine travel is required in the job; no overnight travel is required. Work requires the lifting and moving of objects weighing up to fifty pounds.
Responsibility: No direct budgetary or supervisory responsibility.
Evaluation: Performance of this job will be evaluated annually in accordance with provisions of the school board’s policy on Evaluation of Administrative Personnel.
