Position Overview:
As a Civil Engineer at the City of Wilsonville, you’ll help shape our city’s infrastructure while working on projects that directly impact the quality of life for residents. You will be involved in the design, analysis, and improvement of stormwater systems and protection of natural resources, water distribution and sewer collection systems, water and wastewater treatment, and transportation infrastructure. Key Responsibilities:

  • Project Management: Collaborate with internal stakeholder, consultants, and contractors to ensure projects are completed on time, within budget, and to the highest standards.
  • Stormwater: Design, evaluate, and manage stormwater systems focusing on low impact development and protection of natural resources and wildlife.
  • Water and Sewer Systems: Plan, design, and maintain water distribution and sewer collection systems, focusing on sustainability and efficiency.
  • Transportation: Assist in the planning and design of complete streets, including transit, pedestrian, and bicycle networks with an emphasis on “all ages and ability” design principlesthat enhance safety and mobility within the city. 
  • Regulatory Compliance: Ensure all projects comply with local, state, and federal regulations, including environmental guidelines and sustainability goals.
  • Community Focus: Work closely with other city departments and local residentsand businesses to address infrastructure needs and improve community engagement.
  • Project Delivery:  Focus on leading predesign, design, bidding, and construction management to complete projects from start to finish.

Under general supervision of the Engineering Managers, the Civil Engineer will participate in and provide specialized engineering knowledge and expertise to complex projects and studies to solve design, maintenance, improvement, and construction challenges and problems. This position plans, designs, and reviews civil engineering studies and construction plans for public capital projects and private development projects.  Incumbents supervise and/or coordinate the work of other technical staff, outside consultants and contractors, and other agencies.


The Civil Engineer reports to an Engineering Manager as determined by the City Engineer.

Responsibilities

Essential Job Functions
The following tasks are representative and are not to be considered all-inclusive.

Assist with the planning and management of public works and other city/private construction and capital improvement projects.

  • Works with Community Development Department staff and other departments in developing and implementing engineering standards and priorities for the City.
  • Interprets and applies standards in designs and review of consultant work for public and private projects.
  • Prepares technical/progress reports and memos, analyzes feasibility of alternatives, prepares cost estimates, and staff reports.
  • Monitors project activities, schedules, and budgets.  reviews and recommends approval of change orders.
  • Presents reports/recommendations to staff, boards, commissions, council, and/or business representatives.
  • Meets with architects, engineers, and business representatives to answer questions, provide technical information, and resolve problems.
  • Participates in preparing RFPs and hiring of consultants and contractors.
  • Reviews plans and specifications for public/private development for compliance with City standards, codes, and accepted engineering practices.
  • Coordinates engineering inspections to review compliance with approved designs and plans for public and private construction.
  • Independently resolves technical issues and problems.
  • Creates and maintains complete files of capital improvement and other projects.
Assist with the coordination and supervision of the Engineering Division.
  • Assist Engineer Managers with oversight and coordination of technical staff.
  • Coordinate work assignments and schedules for complete ion as required.
  • Participate in interviews for new staff members; recommend candidate selection.
Service objective – Courteous and respectful, responsive to citizen requests, and cost effective use of city resources.

Qualifications

Education: Bachelor of Science Degree in civil engineering is required.

Experience: At least four years of experience managing public works projects, or an equivalent combination of training and experience.

Licensing & Other Requirements: Registration as a Professional Engineer (PE), preferably in Oregon.  If registered in a different state, must apply for and obtain Oregon PE within six (6) months of hire. This position also requires a valid driver's license.

Knowledge, Skills, & Abilities

  • Strong computer skills to perform the essential functions of the position, typically using project tracking and financial software; MS office including Word, Excel, Adobe, and PowerPoint; and ability to use AutoCAD or equivalent engineering software.
  • General knowledge of the principles and practices of civil engineering.
  • Demonstrated oral and written communication skills in the performance of duties and responsibilities, including public/board presentations.
  • Technical writing skills sufficient to prepare project specifications, requests for proposals, project documentation, and reports suitable for external distribution.
  • Ability to learn City procedures regulations, codes, and requirements with respect to construction standards, procurement, safety, operations, and organization.
  • Ability to organize, coordinate, and review progress and compliance of engineering and development projects.
  • Ability to prepare, administer, and monitor a project budget.
  • Ability to prepare, review, approve, and interpret engineering plans and specifications.
  • Ability to Interpret and apply rules, regulations, laws, and ordinances.
  • Ability to develop a positive working environment and motivate and supervise employees in the Engineering Division.
  • Ability to analyze and manage complex technical and administrative details.

Additional Information

Work Environment: Employees work partially in an office environment with moderate noise levels and controlled temperature conditions. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures. May be required to work outside of normal work hours such as evenings, early mornings, and/or weekends.
Physical Requirements: Performs work of a sedentary to moderately active nature. Requires sufficient ambulatory ability to sit for extended periods of time, move to project locations, to stand for intermittent periods of time, and to bend, stoop, and reach for limited periods of time to retrieve work materials. Requires sufficient arm-hand-eye coordination to operate a computer keyboard, drawing equipment, and pointing devices to produce intricately detailed drawings, diagrams, and illustrations. Requires visual acuity to create and read three-dimensional and detailed drawings and observe structural work-in progress. Requires verbal and auditory ability sufficient to carry on conversations with others and make presentations to groups. Frequent repetitive motions including but not limited to: hand, wrist, and finger movements; exerting up to 10 pounds of force frequently.
Cognitive Functions: The position incumbent works in a fast-paced office environment characterized by frequent deadlines, interruptions, and moderately complex decisions. The incumbent must be capable of working effectively with members of the public with diverse positions on city issues. Work is performed independently and reviewed regularly. Most problems are difficult with precedent occasionally available. An incumbent has significant control over the planning and performance of the work. Creativity and problem solving skills are required on a moderate level.
Equipment/Tools Used: City vehicle, computer, general office equipment.

Retirement: The City is a member of the Oregon Public Employees Retirement System and currently contributes the employee's portion of the retirement system. The city also contributes an additional 3% of base salary to a 401a account on behalf of management employees. Employees may elect to participate in the City's deferred compensation program.
Healthcare Benefits: The City offers an extensive employee benefit package, including medical, dental, vision, life, and long term disability plans.
Wellness Program: The City offers a generous wellness program, providing for up to $200 a calendar year for wellness related costs incurred.
Vacation: Based on years of service, beginning at 132 hours annually.  Vacation leave accruals are pro-rated for part-time employees based on their full-time equivalent status.  
Sick Leave: Accrues 96 hours annually.  Sick leave accruals are pro-rated for part-time employees based on their full-time equivalent status.
Holidays: 12 paid holidays per year.
