PURPOSE
Under general direction, plans, supervises, reviews, and evaluates the work of the investigative staff in the City Attorney's Office; performs advanced and specialized legal investigative work for the prosecution and disposition of both criminal and civil matters; and performs related duties as assigned.
ESSENTIAL FUNCTIONS
- Responsible for strategic planning, performance measures, establishing rules, regulations, policies and procedures and managing the investigative area of the City Attorney’s Office, Criminal Division, by making general operational decisions
- Supervises, schedules, assigns, and evaluates the work performance of multiple employees engaged in sensitive and complex investigations to assist attorneys in the preparation and presentation of cases for prosecution
- Manages criminal, civil, administrative, and internal affairs investigations, including investigations into suspected violations of the City of Henderson Municipal Code and the Nevada Revised Statutes, suspected ethical violations, and violations of personnel and administrative policies of the City of Henderson
- Directs communications with and assists local and out of state law enforcement in legal prosecution and defense; assists other agencies with investigations centered in the City of Henderson
- Requests, receives, and reviews information regarding law enforcement investigations, including laboratory data, police reports, photographs, and other materials pertinent to investigations and delegates as appropriate
- Oversees the service of subpoenas, warrants, summonses, and other legal documentation to individuals, partnerships, and corporations; and directs and executes the arrests of persons violating local and state laws
- Cultivates and maintains informational resources with public officials and agencies, private individuals, and businesses including, local, state, and federal government agencies
- Performs all duties of the City Marshal classification
MINIMUM QUALIFICATIONS
- Bachelor's Degree from an accredited college or university with a major in criminal justice, police science, law enforcement, public or business administration, or closely related field
- Eight (8) years of full-time law enforcement and criminal investigations experience for a public agency which included extensive contact with the public
- Note: An equivalent combination of related training and experience may be considered
- Must possess and maintain a valid Nevada or “border state” driver’s license, as defined by NRS 483
- Must possess a current Nevada Peace Officer Standard Training (P.O.S.T.) Category II Certificate at the time of appointment, Category I certificate is preferred
- According to NAC 481.040: "A person may not be appointed to perform the duties of a peace officer, if he has:
- Been convicted of a felony in this state or of any offense which would be a felony, if committed in this state
- Been convicted of an offense involving moral turpitude or the unlawful use, sale, or possession of a controlled substance; or
- A documented history of physical violence”
- Must not have been convicted of any offense amounting to Domestic Violence, Stalking, Violation of a Protective Order, or Harassment
- Must pass a nationwide fingerprint-based record check, and a wants/warrants check
- Must complete Security Awareness and National Crime Information Center (NCIC)/Nevada Criminal Justice Information System (NCJIS) certification within six months of hire/transfer and be recertified every two years. Must maintain certifications in NCIC/NCJIS as a condition of continued employment
