DEFINITION
Under general direction, plans, schedules, assigns, reviews, supervises, and participates in the work of the computer aided dispatch (CAD) Communications Center; ensures work quality and compliance with established policies and procedures; performs the more technical and complex tasks relative to assigned area of responsibility; provides administrative, technical, and clerical assistance to management staff in areas of expertise; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned supervisory or management staff. Exercises direct and general supervision over assigned technical and administrative support staff.
CLASS CHARACTERISTICS
This is the full supervisory-level class in the Public Safety Dispatcher series that exercises independent judgment on diverse and specialized activities in computer aided dispatching with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing administrative, technical, and clerical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. This class is distinguished from that of Police Support Operations Manager in that the latter has responsibility for the overall administration of the support services division of the Police Department including animal services, dispatch, and records management as well as internal services for the department including accounting, fiscal, and technology services.

- Plans, organizes, assigns, supervises, and reviews the work of public safety dispatching staff; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the public safety dispatching work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with other divisions and outside agencies.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, and files; ensures proper documentation of operations and activities.
- Reviews and investigates internal and external complaints; prepares necessary written documentation.
- Maintains files, databases, statistics, logs, and records as required by the City and other government agencies; prepares audios for discovery for use by the District Attorney’s Office; prepares records for in-custody cases.
- Oversees the training of new dispatch personnel; prepares and organizes training materials.
- Operates, troubleshoots, maintains, and oversees upgrades of computer aided dispatch (CAD) 911 system, phones, and radios.
Takes command responsibility over critical incidents affecting the facility and on-duty staff. - Assists in the emergency dispatch of public safety personnel as needed, including police, fire and public works units; operates computer aided dispatch 911 system.
- Ensures adequate staff coverage on all shifts; prepares and approves shift trades, time off requests, training requests, and overtime schedules; maintains payroll related records.
- Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public; attends and participates in professional group meetings; stays abreast of new trends and innovations in the public safety dispatch field.

EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from the twelfth (12th) grade and five (5) years of increasingly responsible experience in a law enforcement communications center, including two (2) years of experience in a lead capacity equivalent to a Senior Public Safety Dispatcher with the City of Tracy.
LICENSES AND CERTIFICATIONS
Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
Possession of a valid P.O.S.T. Basic Dispatcher Certification.
May be required to complete National Incident Management System (NIMS) Training.
PHYSICAL DEMANDSMust possess mobility to work in a centralized communication operations environment, using public safety emergency services equipment including computer-aided dispatch systems, telephones, radios and other communication devices, as well as standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone and radio. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Performance of the work frequently requires positions to remain at a workstation for extended periods of time. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in a centralized communication operations environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.
DISASTER SERVICE WORKER
All City of Tracy employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the City may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
