CLASSIFICATION SUMMARY
Under limited direction, manages all wastewater treatment functions for the Village of Ruidoso and its contract for wastewater treatment for the City of Ruidoso Downs. This position is exempt from FLSA.
Job Title Summary
The Wastewater Treatment Director directs the operations of the Regional Wastewater Treatment department including administration and supervises the operation and maintenance of a 2.7 million gallon per day MBR process (activated sludge). Primary focus is to plan, manage, schedule, and oversees capital improvement projects. Writes and processes Requests for Proposals (RFP), Bids, grant applications, contracts and other documents assigned, and monitors associated documents and reporting requirements through completion. The Wastewater Treatment Director manages the day-to-day department operations including system maintenance and development. This position develops and implements policies and procedures to advance the department's mission, goals, and objectives. Determines and recommends to the Village Manager, levels of staff and equipment needed to effectively provide services to the Village.
Minimum Qualifications:
- Bachelor's degree in engineering, biology, chemistry or related field and three-year wastewater treatment experience including supervisory experience OR high school education and six years wastewater treatment experience including two years of supervisory experience required.
- Current Knowledge and Management experience in the field of Wastewater Treatment Plant minimum of 3 years required
- Excellent communication and organizational skills required
- Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
- NM Level IV Wastewater Certification required.
- Must be able to pass regular criminal history checks.
- Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
Knowledge, Skills, and Abilities:
- Understand and interpret complex statutes, ordinances, regulations, standards and guidelines.
- Knowledge of state and federal wastewater treatment and water quality regulations preferred.
- Knowledge of wastewater treatment principles and practices, including wastewater treatment plant operation and maintenance, water quality sampling and testing methods, and industrial pretreatment requirements preferred
