Job Announcement:
The Director of Community Development serves as a member of the City’s executive leadership team and provides strategic oversight of Planning and Zoning, Building Permits & Inspections, and GIS Mapping. This position is responsible for directing long-range planning initiatives, supervising staff, overseeing development review processes, guiding policy implementation, and preparing departmental budget recommendations to the City Manager. The purpose of this position is to lead the development of community projects and programs to enhance the city’s residential and commercial development potential. This is accomplished by recommending new development projects and communicating with city leaders, boards and commissions, and constituents. Other duties include developing and implementing departmental policies and procedures and interfacing with other departments and employees. It also includes responding to inquiries from citizens, vendors, architects, engineers, and developers.
Minimum Qualifications:
- At least seven years of progressively responsible experience in community development or a closely related field, including supervisory or management experience.
- A bachelor’s degree in urban or regional planning, public administration, or a closely related field, or an equivalent combination of education, training, and relevant experience.
- A valid Texas Class C driver’s license.
- Preferred qualifications include ten years of relevant experience, municipal government experience, and American Institute of Certified Planners (AICP) certification.
Special Requirements:
This is an Essential Services position. The employee will be required to provide services during emergency situations that threaten the safety of Webster’s citizens, in accordance with the City’s Emergency Services Guidelines.
Work is primarily performed in an office and meeting settings, with occasional travel and visits to development or construction sites. The position may require attendance at evening meetings and work outside regular hours. Essential functions may be performed with or without reasonable accommodation.
Skills, Knowledge, and Abilities:
Candidates should demonstrate knowledge of municipal planning and zoning, development review, permitting and inspections, GIS applications, and departmental administration. The role requires sound judgment, effective personnel and budget management, and the ability to coordinate complex projects and competing priorities.
Candidates must be able to interpret reports, ordinances, legislation, plats, site plans, and related documents; analyze budget, workload, and service data; prepare clear reports and policy recommendations; and present information to technical and nontechnical audiences. Strong communication, problem-solving, and relationship-building skills are essential. Ability to effectively present information to management, public groups, boards, commissions, and the City Council.
Salary and Benefits Include:
Salary is commensurate with experience and qualifications, with a starting salary range of $115,556.48 to $151,621.60.
