PAY AND BENEFITS
Annual Pay Range: $79,493.86 - $100,646.63
Hourly Pay Range: $38.218203 - $48.387801
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Health, Housing, and Human Services (H3S) seeks an experienced accounting professional to join our Housing & Community Development Division (HCDD) as a Senior Accountant.
The Senior Accountant will be entrusted with the independent management of complex budgets with multiple funding streams, ensuring compliance with contracts and grants, and preparing journal entries. This role involves analyzing financial data for budgeting purposes, preparing monthly and quarterly financial reports, and maintaining spreadsheets for special funding tracking. The accountant will recommend strategies for contract expenditures, forecast grant revenues and expenditures, and prepare financial reports for local, state, and federal funders. Additionally, the position includes entering budget information into the county's budgeting system, monitoring compliance with Oregon Budget law, and preparing supplemental budget adjustments throughout the year.
The ideal candidate for the Senior Accountant role at Clackamas County's Housing & Community Development Division (HCDD) will have a proven track record in managing complex, multiple funding stream budgets. This experience is crucial, as the role involves independently managing such budgets, ensuring compliance with contracts and grants, and preparing detailed financial reports. The ideal candidate will also have a deep understanding of GAAP, GASB, and governmental or non-profit accounting and budgeting procedures.
H3S promotes and assists individuals, families, and communities in being safe, healthy, and thriving. The Housing and Community Development Division manages housing and homeless services programs, including system support and coordination, outreach and engagement, shelter services, housing placement and retention, supportive housing, and Housing Authority programs, including public housing. It also supports community development and weatherization programs.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of progressively responsible advanced level accounting/auditing experience in a professional setting. Any combination of relevant education and/or training in a relevant discipline that would likely provide the required knowledge and skills, may substitute for up to one (1) year of the required years of experience.
• Experience ensuring compliance with contracts and grant requirements
• Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB)
• Knowledge of accounting and budgeting, procedures, and operations in the governmental or non-profit sectors
• Effective communication skills
• Proficiency in key concepts related to Equity, Diversity, and Inclusion and commitment to leading with these values
Preferred Special Qualifications/ Transferrable Skills:*
• Possession of a certification such as an Oregon Certified Public Accountant (CPA) certificate or Certified Management Accountant (CMA) or Grants Management certifications
• Bachelor's Degree or higher in Accounting, Finance, or a closely related field
• Experience of accounting and budgeting in a governmental setting
• Demonstrated knowledge of The Code of Federal Regulations, CFR 200, Single Audit, State grant regulations, as demonstrated through professional work experience
• Knowledge of U.S. Department of Housing and Urban Development (HUD) and State of Oregon Housing and Community Services (OHCS) program funding and grant reporting requirements

TYPICAL TASKS
Duties may include but are not limited:
• Independently prepares, monitors, and maintains a complex, multiple funding stream budget.
• Review payment vouchers to ensure payments use the appropriate funding sources, correct account codes and supporting documentation.
• Carries out grant accounting. Analyzes data from contracts and grants for budgeting purposes. Analyzes, monitors, reconciles, researches, and balances each individual program for compliance and allowability and corrects any coding discrepancies, as necessary, based on revenue and expenditures.
• Prepares journal entries to charge allocated cost and indirects throughout the programs.
• Independently prepares multiple, complex journal entries to spread payroll based on workforce time tracking information. Verifies employees are coding time correctly in time tracking system.
• Prepares monthly and quarterly financial reports for management review. Prepares and maintains complex spreadsheets to track special funding.
• Recommends various strategies to expend contracts. Forecasts expenditures to make sure they are within spending limits.
• Prepares financial reports for local, state, and federal funders, including Metro Supportive Housing Services funds and funds from OHCS and HUD.
• Provides projections and forecasting of grant revenues and expenditures to determine budget amounts. Independently enters budget information into the county's budgeting system and monitors budgets for compliance with Oregon Budget law.
• Prepares supplemental budget adjustments after reviewing revenue adjustments throughout the year.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of: The principles and practices of accounting and auditing; governmental accounting and budgeting procedures and operations; Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards (GASB statements); techniques used to locate errors in accounting records; computerized accounting systems and how they aid in compiling, maintaining and using accounting information; general laws and rules regulating and influencing County fiscal operations; data processing as it relates to accounting records and applications; general office practices and procedures; application and use of standard office equipment.
Skill to: Use accounting-related software and financial reporting systems; design, generate and reconcile accounting reports, statements, projections and schedules; interpret and apply accounting and fiscal-related laws, ordinances, rules, regulations, policies and procedures; prepare and maintain accurate reports, spreadsheets and fiscal records; apply and adapt established accounting principles and procedures to a variety of County fiscal applications; apply mathematical and statistical analysis to data from various sources, draw logical conclusions and make appropriate recommendations; communicate professionally, clearly and concisely, both orally and in writing; establish and maintain effective working relationships with co-workers, managers, customers and the general public.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
