PAY AND BENEFITS
Annual Pay Range: $49,794.74 - $62,895.96
Hourly Pay Range: $23.939781 - $30.238443
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Clackamas County Behavioral Health Division is seeking an experienced Health Care Billing & Records Specialist to join our team. This position is part of the Operations team for the Behavioral Health Division and will provide billing and records support for the Care Coordination teams and the staff and clients of our Walk in Crisis clinic.
The successful candidate is comfortable educating staff on best practices, rule and regulations of health care billing and records processes, enjoys working independently and as part of a team, is proactive and detail oriented. This position is responsible for preparing, processing, reconciling, reviewing, adjusting, and maintaining detailed medical billing accounts and client records. The Health Care Billing Specialist will respond to requests and inquiries from both internal and external customers and coordinate with staff, department management, clients, and vendors. . Additionally, the position requires scanning and maintaining release of information requests and responding to medical records requests from clients and healthcare partners.
Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of (2) years of billing experience for health care services, verifying payments and receiving/posting of third party payments
• Knowledge of HIPAA and other health related confidentiality laws
• Experience working with health care billing applications and systems
• Proficient knowledge and use of medical terminology
Preferred Special Qualifications/ Transferrable Skills:*
• Behavioral health care billing experience
• Experience in medical billing role for a county/local government
• Experience using Ensoftek/DrCloud EMR
• Experience processing medical records for subpoenas and court orders

TYPICAL TASKS
Billing Duties Include:
• Receive and post payments, resubmit denied claims, post allowances, and transfer balances.
• Provide benefits and claim status information, and answer client account inquiries.
• Review and correct entries by clinic staff.
• Provide feedback to improve claims processing.
• Update account information, batch claims, prepare encounters, compute fees, and print statements.
• Run reports, verify financial and insurance details, reconcile billing, and monitor filing deadlines.
• Confer with medical providers regarding client information and services.
• Verify eligibility through online systems, ensure accuracy of records, and confirm insurance eligibility at every visit.
• Review OHP client reports and verify against the database.
• Train staff on insurance and finance processes, payer source determination, fee discount procedures, service and diagnosis entry, and batching of claims and payments.
Health Care Billing Duties Include:
• Prepare, scan, index, abstract, and process health records with protected health information.
• Ensure immediate access to records for medical and dental providers, clinicians, and support staff.
• Search for and forward missing records to the appropriate location.
• Assist staff, patients, and third parties (e.g., other clinics, insurance companies, government agencies, law firms) via phone and email.
• Explain how to obtain records and provide status updates on record requests.
• Provide timeframes for when requested records are expected to be received.
REQUIRED KNOWLEDGE AND SKILLS
Knowledge of:
• Billing practices for public health, behavioral health, and Federally Qualified Health Centers.
• Medical records best practices, rules, and regulations.
• Health care insurance procedures.
• Accounts receivable recordkeeping, accounting, and bookkeeping systems.
• Financial and healthcare terminology, including diagnostic codes.
• Financial information systems, databases, and spreadsheet software.
• Basic math and office practices, procedures, and equipment.
Skills:
• Interpret and process financial documents accurately.
• Count, record, and balance transactions.
• Analyze and communicate complex technical issues.
• Understand and apply technical software documentation.
• Perform arithmetic calculations and enter data quickly and accurately.
• Operate office equipment such as calculators, computer terminals, and typewriters.
• Train others in computerized healthcare information systems.
• Provide effective customer service and interact professionally with the public, coworkers, and other personnel.
• Communicate effectively both orally and in writing.
• Establish and maintain effective working relationships with vendors and colleagues.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
