Summary:
Under administrative direction of the City Manager, the Director of Public Works provides complex administrative work to organize, develop, plan, and direct the programs, projects, and operations of the Public Works Department which includes water treatment and distribution; wastewater collection and treatment; streets, traffic, drainage, and departmental administrative services. Provides technical advice and information to the City Council and City Manager regarding infrastructure that supports public health, safety, and quality of life. Strategically plans, sets policy, and provides direction to staff to achieve departmental goals and objectives.
This position will require exceptional leadership, as well as effective communication and facilitation skills. As a member of the City’s leadership team, a collaborative, team-oriented style of management coupled with a commitment to public service is ideal.

Essential Functions
- Plans, administers, manages, and directs the daily operations of multiple divisions within the Public Works Department.
- Provides leadership and guidance to staff for the assignment, training, and supervision of assigned professional, administrative, and technical / field employees to ensure that department objectives are met.
- Oversees performance management process, including performance evaluations, ensuring employees follow policies and procedures and maintain a healthy and safe working environment.
- Develops and negotiates agreements and contracts; monitors contract compliance and performance to ensure contract obligations are met.
- Develops, implements, and evaluates departmental policies, procedures, strategies, and goals; maintains, updates, and ensures procedural compliance for programs.
- Researches, analyzes, and makes recommendations for cost effective improvements in departmental operations. Designs, administers, and evaluates departmental programs and services.
- Leads the development and administration of the Department budget; monitors annual budgetary projections and justifications and submits annual department budget requests; approves expenditures.
- Develops long and short-range plans, goals and objectives to meet the demand for services.
- Demonstrates active engagement with the City’s leadership team and focuses on developing and maintaining effective relationships with other department directors and leaders.
- Collaborates with other City departments and external agencies on behalf of the Public Works Department.
- Proactively interacts with residents, elected officials, and executive management teams providing technical advice, information, and recommendations in support of department and organizational goals and objectives.
- Prepares and delivers presentations at public venues including meetings of the City Council and various associations, groups, and organizations.
- Responds to inquiries and complaints from residents, vendors, contractors, and consultants.
- Plans and directs various department wide programs and initiatives related to and including asset management, emergency preparedness, employee safety and accident prevention, accreditation through American Public Works Association, and internal process improvement.
- Meet or exceed all state and federal rules and regulations pertaining to public water distribution and wastewater collection system operations.
- Prepares and maintains all appropriate records as required by law or as directed by the City Manager.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of public works operations including water distribution, sewer collection, streets, traffic, storm drainage, sanitation services, and the management of fleet, facilities and construction.
- Knowledge of management and administration of a municipal public works department.
- Expert in the principles and practices of civil engineering.
- Comprehensive knowledge of long-range planning and budgeting.
- Commitment to high level of accountability and responsibility for all employees through fair and consistent treatment and setting appropriate performance expectations and standards.
- Must thrive in a fast-paced environment with a high level of agility and patience where multi-tasking is required, while also maintaining a focus on important strategic elements to ensure that the City’s mission of providing great value in return for our citizens’ tax dollars is met.

- Knowledge of City policies and procedures.
- Skill in effective verbal and written communications.
- Skill in conducting inspections, investigations, and monitoring for compliance with rules, regulations, codes and ordinances related to Public Works Department services and programs.
Minimum Requirements
· Bachelor’s Degree in Public or Business Administrative, Civil Engineering or related field
· Eight (8) years construction management experience, four (4) years of which is in a managerial or supervisory role
· Professional Engineer License
· State of Texas Driver’s License, or ability to obtain within 60 days of hire.
Preferred
· Municipal Development experience
· Class C Water Treatment Operator license.
· Class CI Wastewater Treatment Operator license
Physical Demands and Work Environment
Work Requirements
· Work is performed in office, construction and treatment facility environments.
· May be subject to repetitive motion such as typing, data entry and vision to monitor.
· May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling and lifting such as reviewing plans and specifications, conducting on-site inspections or investigations.
· May be subject to responding to emergencies on an on-call basis.
· May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, and poisonous insects, spiders, and snakes or wild animals common to water, wastewater and underground utilities.
· Must be able to lift up to 50 pounds.
Equipment and Tools Utilized
· Equipment utilized includes personal computer, tablet, copier, calculator, fax machine and other standard office equipment, two-way radio, cellular telephone, and department vehicle.
