Classification Full Time (35 hours/week), non-supervisory, non-exempt; this position may be combined with another part-time position on a pro rata basis.
Primary Function The primary function of the Data Specialist is to process data received by the County Assessment Office, including, but not limited to deeds, real estate transfer declarations, address changes, homestead exemption applications, and township assessment rolls.
Secondary Function The secondary function of the Data Specialist is to provide prompt courteous customer service to taxpayers who telephone or visit the County Assessment Office, and to provide administrative support functions in all areas of the county assessment office.
Supervisory Relationships This position reports to the Assistant Chief Deputy and the Chief Deputy Supervisor of Assessments. This position does not supervise any positions.
Distinctions This position differs from other related jobs such as Computer Aided Design Data Specialist by level of complexity, and the diversity and scope of tasks performed.
Examples This position will:
•Audit, edit & update current assessment roll changes.
•Correlate the Township Assessors’ efforts.
•Provide technical assistance to Township Assessors and their staff as well as taxpayers at the counter and on the telephone.
•Update and maintain ownership and address data utilizing tracking of legal descriptions and plats of survey and subdivisions.
•Retrieve documents from Recorder’s daily inventory report including all Real Estate Transfer Declarations.
Job Description for Data Specialist
•Maintain records, solve problems and implement all statutes pertaining to the Supervisor of Assessments in accordance with the Property Tax Code.
•Analyze all homestead exemptions for compliance and provide support & maintain their case scheduling.
•Maintain a high volume of records in an accurate and timely manner.
•Update and maintain ownership and address information on computer adhering to certain standards and quality control procedures.
•Track legal descriptions to verify parcel number or need to create new parcel number/numbers using legal descriptions from deeds, plats of surveys, subdivisions and other technically accepted mapping practices.
•Maintain quality and accuracy in all aspects of workload and assist any other staff member when needed or assigned.
•Maintain a thorough knowledge of the Illinois Property Tax Code in order to implement the above.
•Assist the public sector, other government agencies, Township Assessors and intra-office Departments.
•Assist in other areas as needed and perform other special projects as assigned.
•PC network data entry.
•Perform related duties as required for efficient operation of the supervisor of assessments office.
Physical Requirements The physical requirements of this position include:
•Manual dexterity allowing for use of keyboards, telephones, calculators, and other related administrative systems.
•Ability to lift and transport equipment up to 50 pounds.
•Ability to walk down steps to exit the building in case of emergency.
•Ability to talk, hear, and see.
•Ability to sit (including appurtenant reaching, twisting, and bending) is required about 70%-80% of the time.
•Ability to stand (including appurtenant walking, stooping, reaching, twisting, and bending) is required about 20%-30% of the time.
Skill Requirements The skills required for this position include:
•Develop and maintain a working knowledge of keyboards, telephones, calculators, and other related administrative systems.
•Maintain good communication skills, including the ability to read, write, and speak English fluently, and work with diverse personalities.
•Exercise considerable independent judgment.

•Develop and maintain a working knowledge of computer software used in the position, including, but not limited to Microsoft Word, Microsoft Outlook, Microsoft Excel, DevNet Assessor, and Kane CAD.
Working Conditions Typical working conditions consists of a normal office environment; little exposure to noise, dust, or adverse conditions.
Minimum Qualifications High school diploma or GED required; CIAO designation from the Illinois Property Assessment Institute preferred. Employees not holding the CIAO designation at the time of hiring must complete at least 45 hours of CIAO coursework within 12 months of hiring and be awarded the CIAO designation within 24 months of hiring
