PAY AND BENEFITS
Annual Pay Range: $102,764.13 - $138,732.14
Hourly Pay Range: $49.405831 - $66.698143
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Finance seeks an experienced and highly-skilled accounting professional to lead our Grants Office as our next Grants Manager.
As the Grants Manager, you will provide accounting leadership for state, federal, and local grants, ensuring compliance with all legal and statutory requirements related to awards, contracts, and sub-recipient agreements. You will lead a team of professional accounting staff, providing coaching and professional development opportunities and establishing performance goals to maintain high-quality service delivery. You will develop, implement, and evaluate policies and procedures, establishing financial controls and systems for new grants and programs while interpreting and applying relevant laws and regulations. You will oversee the preparation of financial reports and ensure compliance with federal and non-federal financial assistance requirements.
The Grants Manager is also the primary liaison with federal funding, regulatory, state, and private agencies regarding matters of financial assistance. You will collaborate with internal and external stakeholders to address and resolve financial issues. Additionally, the Grants Manager assists with grant writing and budgeting, manage the annual budget preparation, and coordinate audits and financial monitoring activities. Your role includes developing and maintaining records and reporting systems, training staff in financial management software, and participating in community outreach and public relations activities to promote grant opportunities and compliance.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of progressively responsible experience in grant management, accounting, finance, or a closely related area that would provide the required knowledge and skills to perform the responsibilities of this position.
• At least two (2) progressive relevant management, supervisory, lead work, or program management experience
• Experience ensuring compliance with contracts and grant requirements
• Thorough knowledge of grant funding processes, reporting, and regulations
• Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) standards, OMB's Uniform Guidance 2 CFR 200, Single Audit, State and Federal grant regulations, and Local Budget Law and Minimum Standards as demonstrated through professional work experience
• Ability to communicate effectively, both orally and in writing, with a variety of stakeholders
Preferred Special Qualifications/ Transferrable Skills:*
• Possession of an Oregon Certified Public Accountant (CPA) certificate or Certified Management Accountant (CMA) or Grants Management certifications
• Experience with FEMA, CARES or ARPA funding
• A Bachelor's Degree in Finance or Accounting from an accredited business college or university

TYPICAL TASKS
Duties may include but are not limited to:
• Supervises and manages financial assistance, grant accounting, and related financial reporting activities; works with awarding agencies and county departments to ensure all legal and statutory requirements of the awards/contracts; reviews financial assistance applications and award documents for technical compliance.
• Hires and supervises professional accounting staff to provide high-quality service to Federal and non-Federal awarding agencies and county staff in support of established goals, objectives, and service expectations; plans, directs, monitors, and evaluates the performance of staff; establishes performance requirements and professional development targets and provides coaching for performance improvement; provides employee recognition; recommends and administers progressive discipline; develops and facilitates staff training and development programs; promotes cooperative team efforts among staff with other county departments.
• Develops, implements, and evaluates policies, procedures, accounting, and financial information systems per the county's core values and federal, state, and private grant regulations; establishes financial controls and systems for new grants/programs.
• Interprets and applies laws, rules, regulations, and fiscal policies and procedures to assigned work functions; monitors, coordinates, and adjusts the financial system.
• Certifies and ensures compliance with all federal financial assistance reports and draws; certifies non-federal financial assistance reports and draws for some departments.
• Monitors awarded funds; resolves accounting and reporting issues as necessary; identifies issues and concerns and works to solve them with the Controller collaboratively.
• Serves as the primary liaison with federal funding and regulatory agencies, state agencies, and private agencies regarding financial assistance matters; participates in local grant advisory committees; represents the county on various committees and working groups.
• Provides professional assistance and training to departments in grant management areas; participates in professional organizations and memberships and attends training to remain current with knowledge and professional standards.
• Responsible for the coordination of the Single Audit, grant monitoring visits, or other regulatory inspection, which includes the annual Audit of Federal Awards required under the Office of Management & Budget (OMB) and the preparation of the SEFA (Schedule of Expenditures of Federal Awards); analyzes data and prepares or oversees the development of detailed financial reports and year-end schedules.
• Responsible for annual budget preparation and development for the team's needs; presents the annual budget plan for approval to the Department Director.
• Assists the Deputy Director with developing and implementing a financial assistance management software system; trains staff as technical experts in the systems; trains department staff as system users.
• Maintains the county's mandatory registrations with SAM, Grants.gov, Duns & Bradstreet, and other various required Federal systems for obtaining and retaining Federal funding.
• Attends financial monitoring site visits and certifies site visit letters; works with County Departments to update the status of monitoring and address any concerns from ongoing monitoring.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of: Generally accepted accounting principles; professional standards established by the Financial Accounting Standards Board and the Government Accounting Standards Board; the Uniform Grant Guidance, the Code of Federal Regulations (as it applies to grants), working knowledge of Federal procurement regulations, principles and practices of public administration, including personnel management; participative management theories; Federal, State and local statutes, rules and regulations applicable to government accounting and finance; State of Oregon budget laws; accounting procedures and controls; financial analysis techniques and financial reporting.
Skill to: Communicate effectively, both orally and in writing; research and analyze complex accounting and financial data; prepare clear and concise financial reports; review and interpret all legal regulations and provide recommendations; maintain ledgers and journals; interpret, explain, evaluate and recommend accounting and financial policies and procedures; hire, train, evaluate, and supervises staff personnel; advise other accounting staff as needed; use computerized financial information and reporting systems and databases; incorporate team participation and implement change; respond to County upper level management, staff and citizen requests and maintain effective working relationships at all levels.
WORK SCHEDULE
This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
