PAY AND BENEFITS
Annual Pay Range: $97,870.72 - $132,125.30
Hourly Pay Range: $47.053231 - $63.521781
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Housing & Community Development Division (HCDD) is seeking an experienced leader to join our team as the Administrative Services Manager.
In this role, you will plan, organize, supervise, and direct the division's central administrative functions. This includes overseeing purchasing, facility siting and maintenance, onboarding new employees, and information systems. You will manage the division's professional, technical, and clerical support functions to ensure efficient operations and high-quality service delivery.
Leading the administrative team, our next Administrative Services Manager will promote a culture of excellence and collaboration while ensuring compliance with all applicable regulations. You will develop and implement division policies related to administration, personnel, and purchasing approvals and prepare procedures, rules, and manuals. The Administrative Services Manager will manage the administrative services budgets and ensure compliance with record retention policies. Additionally, you will oversee division contracts and proposals and lead efforts in emergency preparedness and business continuity for HCDD.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of seven (7) years of increasing responsibility in professional roles related to administration, management, operations, budgeting, or a related field that would provide the required knowledge and skills to perform the duties of the role
• A minimum of two (2) years of the experience must include professional level supervisory experience
• Demonstrated knowledge of budget management, policy development, and compliance with statutory regulations
• Working knowledge of and experience with complex contracts, negotiations, agreements, and experience working with complex purchasing regulations
• Strong organizational skills and attention to detail
• Strong written, verbal, and interpersonal communication skills
• Ability to cultivate a collaborative team working environment
Preferred Special Qualifications/ Transferrable Skills:*
• Experience managing contracts and ensure compliance with contractual requirements
• Experience working within a government or public sector environment
• Experience developing and implementing staff training and development programs that enhance team performance and productivity
• Knowledge of housing and community development programs
• Familiarity with emergency preparedness and business continuity planning
