PAY AND BENEFITS
Annual Pay Range: $54,294.35 - $68,283.47
Hourly Pay Range: $26.103054 - $32.828592
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

We are searching for a motivated and customer service-oriented individual with strong communication and interpersonal skills to join our team as a Permits Specialist with the Code Enforcement program of the Department of Transportation & Development. If selected for this position, your main focus will be on providing administrative support to the Code Enforcement Supervisor and the team, answer the main Code Enforcement phone line, receive online complaints and noise variance applications, compile data and research to open violation files, perform data entry, and process payments. You will also have the opportunity to be involved in preparing and moderating hearings, process public records requests, archive documents and case files, and process administrative letters and other correspondence.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of one (1) year of experience providing excellent customer service over the phone and in person, including experience working with people who are experiencing extreme emotions or stress
• A minimum of one (1) year of experience entering and retrieving data into/from a database
• A minimum of one (1) year of experience writing clear and concise correspondence
• A minimum of one (1) year of experience working with Microsoft Word
• Experience working with file management or recordkeeping systems
Preferred Special Qualifications/ Transferrable Skills:*
• Experience as a Permits Specialist or similar position processing permit, license or similar applications
• Experience using an electronic permit tracking system, such as Accela, Project Dox, or other similar systems
• Experience receiving and processing payments and balancing financial transactions
• Experience in code enforcement, building codes, land use, planning, development and/or construction industry

• Must pass a criminal history check which may include national or state fingerprint records check

TYPICAL TASKS
Duties may include but are not limited to the following:
• Receives complaints from the general public regarding violations of County codes and ordinances; compiles records of property and owner (s)/violator(s); enters and/or conducts research of records, files, applications, permits and history of properties when complaint has been filed; searches data relating to violations and schedules inspections to verify violations; requests inspections; prepares correspondence to violator when violations are found; routes complaints/files to higher level staff; follows up on complaints. Must be CJIS certified.
• Provides administrative assistance and information to both intemal staff, County staff and external customers; receives and responds to requests and questions from the general public via in-person meetings, by telephone, mail, and online; answers questions regarding the Code Enforcement Program processes, procedures and regulations according to established guidelines, priorities, regulations, instructions and statutes; directs customers to appropriate County department if resources external to Code Enforcement Program are needed to resolve customer issues.
• Assists in preparing case referrals for hearings; reviews and organizes case file for necessary information and documentation; processes case file to meet notification deadlines, has information uploaded to the webpage, completes mailings, moderates, records, and schedules hearings.
• Assists in preparing and processing correspondence and notifications regarding administrative fees, final fees owed, and violation of codes; researches, revises and recommends language to standardize correspondence and to comply with current codes.
• Provides information and assistance to departments and the public related to codes, ordinances, laws, regulations and procedures relating to inspections and violations; provides information regarding the status of particular cases; refers technical case related questions to higher level staff.
• Assists in developing and maintaining clerical procedures, routines, forms, and record keeping systems, which assist in code enforcement case management, hearings, noise variances, record keeping, and Neighborhood Livability processes.
• Public records coordinator; provides information regarding public records inquires; receives, reviews, and processes public record applications; calculates and collects fees; redacts information from case file records, explains policies and procedures; issues receipts and balances cash received; archives case files and historical documentation.
• Calculates and collects fines and fees for code enforcement case files and determines outstanding balances; calculates payoff figures; enters citations for payment.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
