Annual Pay Range: $93,209.97 - $125,833.42
Hourly Pay Range: $44.812484 - $60.496838

JOB DETAILS AND QUALIFICATIONS
Clackamas County Department of Human Resources (HR) is seeking an experienced and adaptable Leave and Accommodations Supervisor to join the Leave and Accommodations team! We are looking for an engaged leader who has the ability to address employee and supervisor's issues while providing leadership and guidance to a team of professionals on how to resolve conflict at the lowest level and avoid escalation. The supervisor must be results-oriented and have the ability to create, implement and communicate new business processes and policies effectively, efficiently, and timely.
With around 2,400 employees, 4 unions, and 8 collective bargaining agreements, Clackamas County has a complex workforce. On average, the Leave and Accommodations team has around 45 active accommodation cases at a given time and over 175+ active Family Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), and Paid Family and Medical Leave (PFML) cases. Clackamas County uses a third-party leave of absence and disability insurance administrator to manage PFML, FMLA, OFLA, disability claims, military leave, and educational/extended union leaves.
Reporting to the Benefits Manager, the Leave and Accommodation Supervisor is part of the Benefit and Wellness Division and works within the Leave and Accommodations team. The purpose of the Benefits and Wellness line of business is to provide comprehensive benefits, disability management, planning, education, and consultation services to county departments and employees so they can create a workplace culture committed to practices that sustain a healthy and productive workforce and preserve financial resources.
The Leave and Accommodations Supervisor oversees the staff and daily operations of the Leave and Accommodations team and is responsible for managing vendor relations with the third-party leave of absence and disability insurance administrator. This position will lead the design and coordination of the County's reasonable accommodation (ADA), leave, disability, and absence management programs. The incumbent will ensure the County's accommodation and leave programs are administered in accordance with applicable federal and State statutes and regulations, collective bargaining agreements, and County policies and procedures.
The Leave and Accommodations Supervisor is considered a working supervisor where the selected candidate will manage leave cases from start to finish, collaborate with employees and departments as well as provide guidance and oversight to the Leave and Accommodations team and its operations. The selected incumbent must be able to work independently, resolving issues, researching solutions while provide guidance to their team and employees and supervisors around the county.
This position will supervise the daily work of assigned Leave and Accommodations staff, and provide guidance, resources, and support to ensure that the objectives of the division are met. This includes training staff on processes and new compliance regulations that may impact leave administration operations.
The Ideal Candidate
The most competitive candidates will possess an extensive background in leave management to include ADA and experience working with disability insurance. The strongest candidates will provide high collaboration and leadership to effectively inspire and lead staff while having the ability to work independently using their resources and knowledge to analyze and develop solutions. The ideal candidates will also possess the following attributes/characteristics:
• Strong knowledge of federal and state leave-related regulations to include FMLA, OFLA, Paid Leave Oregon, and ADA.
• Strong understanding of how reasonable accommodations intersect with other protected leaves (FMLA, OFLA, etc.) protected leaves.
• Strong experience working with disability insurance.
• Ability to comprehend and apply leave policies in compliance with state and federal laws, while navigating and tracking changes to the law and internal policies.
• Ability to advise employees and supervisors on all matters related to leaves of absence and prescribe the correct leave policies that apply to a given circumstance.
• Excellent organizational, time management, and problem-solving skills.
• Ability to have crucial conversation with employees and supervisors related to leaves of absent.
• Excellent interpersonal skills, including strong oral and written communication skills.
• Ability to communicate detailed and complex information.
• Strong organizational and analytical skill
• Ability to set priorities with a proper sense of urgency and importance.
• Ability to cultivate relationships, rapport, credibility, and partnerships across all levels of the organization
• Ability to lead and motivate staff by recognizing and reinforcing effective performance in accordance with family medical leave regulations, county policies and business practices, and labor agreements.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Experience managing accommodation requests/cases and supporting employees through the interactive process as part of the ADA.
• Experience working with disability insurance.
• Experience in a lead or supervisory role providing direction and guidance to a team of professionals.
• Experience with Human Resource Information System (HRIS) or other data base system, to include data creation, maintenance, retrieval and reporting
• Strong working knowledge and application of Family Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), Americans with Disabilities Act (ADA) and other Oregon laws governing employee leave and workplace accommodations.
• Working knowledge and experience using Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
Pre-Employment Requirements:

REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of: Federal and State statutes, rules, regulations, codes and ordinances pertaining to administration of the County's disability, leave of absence, return-to-work and reasonable accommodations programs, specifically, short and long-term disability benefits, ADA, OFLA, FMLA, Oregon Paid Family and Medical Leave and Pregnant Worker Fairness Act; principles, practices and techniques of claims and leave administration; applicable Federal, State and local human resource and EEO laws and case law, rules, regulations, codes and ordinances related to functional area.
Working Knowledge of: Principles and practices of public administration; participative management theories; operations, services, and activities of human resource information systems; methods of data generation, data collection, and database management; methods and techniques of statistical research and analysis; principles of public administration, including budgeting and personnel management; principles and techniques of financial reporting and record keeping; methods and techniques of conflict resolution; County government organization and operations; principles and techniques of supervision.
Skill to: Collect, compile, analyze, store in a data base and interpret relevant complex information and data; make accurate arithmetic calculations; analyze and resolve problems and/or prepare recommendations; prepare clear and concise reports; prepare and maintain detailed, accurate and organized records; communicate effectively, both orally and in writing, particularly in speaking before groups and in testifying in a legislative arena; exercise tact and diplomacy in dealing with sensitive, emotionally charged and confidential human resource and employee issues; resolve conflicts and effectively facilitate situations when those involved have conflicting perspectives; establish and maintain effective working relationships with County employees, union officials, other agencies and the public; investigate, negotiate and mediate claims and disputes; effectively recommend settlements; interpret, apply and explain federal and state statutes, rules and regulations and County policies applicable to family medical leave and disability; operate computer equipment, including personal computers and applicable software applications; develop spreadsheets and reports.
WORKING CONDITIONS
Incumbent frequently interact with employees and/or family members experiencing heightened emotional stress as a result of serious illness or injury.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
Although this position qualifies for hybrid work, the successful candidate will be required to work on-site for a minimum of six months.
