PAY AND BENEFITS
Annual Pay Range: $107,902.93 - $145,669.20
Hourly Pay Range: $51.876410 - $70.033271
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Clackamas County Sheriff's Office (CCSO) is seeking a Manager to oversee the Parole and Probation Division's personnel and operations. The Parole and Probation Manager leads a team of Parole and Probation supervisory staff and is responsible for providing direction and policy level decision making.
Competitive candidates will have prior management or supervisory experience, excellent communication and leadership skills, technical knowledge and experience in the field of Parole and Probation, Corrections, or public safety. Competitive candidates would also possess extensive knowledge of evidence-based practices in the field of community corrections and currently be certified as a Parole and Probation Officer or have the ability to become certified within twelve months of hire.
IMPORTANT INFORMATION
All Sheriff's Office positions require a complete Statement of Personal History (SPH).
Only those applicants selected will need to submit the SPH. The SPH is due 10 calendar days AFTER you have been notified. Applicants will receive instructions from the Department of Human Resources or the Sheriff's Office on how to login to the electronic SPH.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of experience in community corrections, parole and probation, or a related field.
• A minimum of three (3) years of experience managing or supervising personnel and programs.
• Possession of a Bachelor's Degree in Corrections, Criminal Justice, Social Services, or Psychology OR any satisfactory combination of experience and training that demonstrates possession of the required knowledge and skills. Applicants who do not have a Bachelor's Degree must pass a reading/writing test to comply with Oregon DPSST standards.
• Must possess Basic Certification for Parole and Probation Officer from the Department of Public Safety Standards and Training (DPSST), or be eligible for certification within twelve (12) months of hire.
• Must pass a post-offer, pre-employment drug test
• Must pass an extensive background investigation, including national fingerprint records check.
• Must pass an extensive post offer pre-employment occupational medical exam, including a physical assessment and psychological evaluation; accommodation requests will be reviewed on an individual basis in compliance with State and Federal legislation.
• Driving is required for County business on a regular basis or to accomplish work. Preferred Special Qualifications/ Transferrable Skills:*
• Experience managing, tracking and approving budget funds.
• Experience implementing or managing a grant funded program.
• Experience implementing or managing an evidence-based Community Corrections or Parole and Probation program.
• Five (5) or more years of experience managing or supervising personnel and programs.

TYPICAL TASKS
Duties may include but are not limited to the following:
• Develops and administers Parole and Probation operational plans, policies, and procedures; develops and oversees implementation of procedures and guidelines to meet established goals and standards; ensures compliance with Federal, State and local statutes, rules and regulations.
• Develops annual and supplemental budgets for Parole and Probation programs; monitors revenues and expenditures; researches alternative funding sources; prepares grant proposals.
• Oversees and monitors supervisory staff responsible for personnel such as Parole and Probation Officers and administrative staff; maintains contact with adjudicating authority, other public agencies, and other County employees; participates in program management meetings; supports supervisory staff in resolving complaints made by the public and/or program participants.
• Conducts research studies and prepares reports; analyzes solutions and costs; improves Parole and Probation programs through implementation of innovative, efficient programs.
• Hires and directs supervisory, certified, and administrative staff to provide quality service to citizens and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
• Coordinates the activities of contractors and County personnel providing maintenance, repair and purchase of equipment, supplies and services for Parole and Probation programs; prepares and negotiates contracts; monitors services to evaluate performance and ensure compliance with contract specifications.
• Serves as Division representative and liaison to governmental agencies and the public; participates in task forces to coordinate and develop intergovernmental programs; promotes departmental activities with the public.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of: Practices and procedures of the adult criminal justice system, including sentencing, victim services, and supervision in the community; administration of correctional programs; laws, policies, rules and standards applicable to the administration of Parole and Probation programs; behavior and adjustment problems of justice-involved individuals; corrections research and methods; principles and practices of public administration, including program planning and analysis, budgeting, contract preparation and administration; personnel management; participatory management theories; techniques of grant preparation and administration; funding sources and financing methods; techniques of negotiation and public relations.
Skill to: Develop and implement operational policies; develop and evaluate goals, procedures, objectives and programs; plan, assign, organize, evaluate and direct work of supervisory, certified, and administrative staff; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and County staff; establish and maintain effective relationships with law enforcement, the District Attorney's office, court personnel, service agencies, contractors, County employees and the public; prepare and justify budget requests and grant proposals; prepare clear and concise reports; communicate effectively, both orally and in writing; resolve complaints tactfully while dealing with the public or residents.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
