Description
The Staff Accountant provides accounting support and ensures the integrity of the City’s financial records. This is accomplished by preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; maintaining the accuracy of the City’s ledgers and subsidiary financial systems; handling the City’s utility system accounting; monitoring the fixed assets of the City; accounting for the City’s capital projects; assisting in the annual audit and year end closing; and providing assistance to management, as needed. May perform other duties as required.
Examples of Duties
- Reconciles bank and all other cash disbursement accounts on a monthly basis.
- Verifies deposits, and addresses inquiries from banks.
- Monitors and reconciles solid waste expenditures and revenues.
- Verifies cash receipts for City departments and ensures timely posting.
- Prepares general ledger journal entries.
- Works on special projects or tasks assigned by the Director of Finance or Controller.
- Works cooperatively with others.
- Maintains regular and punctual attendance.
- Complies with all company policies and procedures.
- Works with ongoing utility billing procedures including preparing and reviewing reports and processing bills.
- Calculates utility rates using utility rate model.
- Coordinates monthly utility reading and imports data into City’s financial system.
- Coordinates with meter reading and billing preparation vendors to ensure proper interface with City’s financial system.
- Monitors delinquent accounts and works closely with collection agency to collect on bad debts.
- Prepares bad debt processing and associated journal entries.
- Administers the fixed assets of the City including developing and monitoring appropriate internal controls and procedures.
- Records capital asset acquisitions, improvements, and disposals.
- Calculates and records depreciation for all fixed assets.
- Prepares audit schedules related to fixed assets and assists auditors with inquiries.
- Assists in physical inventory of fixed assets.
- Monitors the City’s Capital Improvement Plan and establishes and monitors capital project funds.
- Prepares project status reports on a quarterly basis.
- Closes out projects upon completion.
- Maintains monthly construction in progress tracking schedule and prepares associated journal entries.
- Performs other related duties as assigned.
Qualifications
- Requires a Bachelor’s Degree in accounting or related field, and three (3) years of related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Two (2) years’ experience in municipal government accounting is highly preferred.
Supplemental Information
Must possess a valid Texas Class C Driver’s license.
