Finance Director
JOB DESCRIPTION: The Finance Director oversees the City's accounting systems, maintaining accurate
records and financial documentation. This position is responsible for properly recording, disclosing,
reporting, balancing, and reconciling every single penny that comes into or out of the City. The Finance
Director is responsible for handling large sums of money, managing large bank accounts or funds, and
for complete transparency with regard to those funds at all times. In addition, this position is also
responsible for helping to create the annual budget as well as assisting other City departments to
operate within their budgets as needed. As the Finance Director, the incumbent is also responsible for
informing the City Manager and Council when budget amendments are in order. The position works
closely with the auditors each year as they prepare the annual audit.
SALARY: $99,571 - $111,893/Year depending on qualifications
Position is a Regular Full-Time position eligible for all City Benefits
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS: (Individual duties, assignments and responsibilities
required of the position)
Oversees the daily workflow of the Financial Supervisor, Finance department, and Utility Billing
department.
Applies correction of any transactions that were recorded to accounting software incorrectly.
Attends meetings with the City Manager that may have an impact on the City's finances.
Answers emails and is responsive to the City Manager, City Council, and other staff member
questions or requests.
Completes journal entries for transactions that do not process through the City's POS system.
Answers open record requests as it relates to dollars--current or past.
Reviews check runs and coding for Accounts Payable in addition to payroll entries.
Monitors budgets, revenue and expenses and compares amount budgeted to actual.
Prepares financials to be presented in person and online- monthly, quarterly, annually.
Fill in as needed for subordinates in their roles at City Hall. Responsibilities can include answering
phones, taking payments, and customer service
Recruits, interviews, hires, and trains clerical and professional accounting staff in the Finance
department.
Provides constructive and timely performance evaluations.
Analyzes financial reports in relation to current budget and prior year information.
Audits expenditures, ensuring compliance with the accounting procedures of the organization.
Balances and reconciles accounts; adjusts and corrects daily journal entries.
Monitors expenditures and prepares monthly financial statements and administrative reports.
Provides technical support to clerical and professional staff.
Prepares quarterly and annual statements.
Oversees, coordinates, and prepares operating budgets, financial forecasts, and interim financial
statements.
Performs other related duties as assigned.
EDUCATION AND EXPERIENCE: (special training, certifications, college degree, etc.)
Bachelor's degree in accounting, finance, or business administration required.
Three to five (3-5) years of municipal government accounting experience preferred.
Minimum of five (5) years in accounting/financial management required.
Experience managing federal, state, and local grant funds.

Proficient with Microsoft Office Suite or similar software, and accounting and financial software.
Experience with Tyler Technology lnCode software preferred.
