GENERAL SUMMARY
To direct, plan, manage, and review the activities and operations of the Public Works Department including the Engineering, Geographic Information Services, Traffic Engineering, Utilities, Solid Waste, Streets, and Equipment Services Divisions; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the City Manager.

SUPERVISION
General supervision is provided by the Assistant City Manager. Responsible for supervision of the Assistant Director of Public Works, City Engineer and five divisional managers.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.
- Develop, plan and implement goals and objectives for the Public Works Department; recommend and administer policies and procedures.
- Direct, oversee and participate in the development of the Department's work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
- Supervise and participate in the development and administration of the Public Works Department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement midyear adjustments.
- Coordinate Public Works Department activities with those of other departments and outside agencies and organizations; provide highly responsible staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence.
- Select, train, motivate and evaluate personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement disciplinary procedures; provide timely, accurate and thorough Performance Reviews for supervised employees.
- Direct the preparation of agenda items for the City Council, and various committees and boards involved in public services activities; present agenda items to the Council as needed.
- Develop and review staff reports related to capital improvements and Public Works matters; present reports to a variety of commissions, committees, boards and the City Council.
- Direct the evaluation, selection and administration of outside consulting contracts for Public Works construction contracts; evaluate and prepare recommendations regarding the hiring of consultants and contractors.
- Provide long range planning for City capital improvement projects.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform other duties as assigned.
MINIMUM JOB REQUIREMENTS:
EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, engineering or related field.
A master's degree in public administration is desired but not required.
A minimum of ten (10) years progressively responsible experience in one or a combination of the following areas: public works engineering, public works maintenance and construction, or public works project management, including at least five (5) years in an executive or highly responsible administrative capacity.
LICENSES AND CERTIFICATES
Must have a valid Driver's License prior to employment.
Possess a valid registration as a Professional Engineer.
Must obtain a State of Texas Professional Engineering License as a Professional Engineer within one (1) year of appointment
WORK SCHEDULE
Monday - Friday, 8:00 a.m. to 5:00 p.m., with some evenings and weekends as needed and occasional travel.
