Job Summary
This is a highly independent and responsible executive-level position that provides direction and leadership to the Public Works Department under the general direction of the Deputy City Manager. Responsibilities include the professional management and oversight of public works programs, including streets, stormwater, water distribution, wastewater collection, solid waste management, and facilities maintenance.
Essential Duties & Responsibilities
• Provides professional, effective management and oversight for all Public Works operations, including, but not limited to, city street repair and maintenance, stormwater management, storm drain/drainage channel system repair and maintenance, water quality, water production/distribution, wastewater collection, solid waste management, engineering, and construction.
• Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes.
• Acts as an official departmental representative to other City departments, City Manager's Office, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues.
• Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
• Plans, directs, and coordinates the department work plan through subordinate-level staff; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
• Manages and participates in developing and administrating the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and oversees the preparation and implementation of budgetary adjustments as necessary.
• Coordinates departmental activities with those of other departments and outside agencies and organizations; provides staff assistance to the City Manager, Deputy City Manager, and City Council; and prepares and presents staff reports and other necessary communications.
• Responds to and resolve sensitive inquiries and complaints from internal and external sources.
• Reviews and signs all higher-level department communication, including ordinances and contracts.
• Attends City Council meetings and takes necessary action regarding Council agenda items.
• Reviews all ordinances and contracts; signs approvals and makes recommendations.
• Provides staff support to various boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations in public works.
• Meets with engineers and contractors to resolve problems and discuss progress on contracted work.
• Responsible for regulatory compliance of public works activities, including all required reporting.
• Must serve as a representative of the City of Red Oak at regional and state-level meetings.
• Provides contract management over the City's Solid Waste Collection program.
• Represents the City of Red Oak professionally and appropriately at all times.
• Protects classified, confidential, and sensitive information.
• Supports the relationship between the City and the public through courteous and cooperative interactions.
• Performs all job duties, tasks, and activities according to work instructions, defined procedures, and policies.
• Keeps work areas clean and orderly.

Minimum Qualifications
• A bachelor’s degree in Engineering, Environmental Science, Biology, Chemistry, Construction Technology, Public Administration, or a related field from an accredited college or university is required.
• At least ten (10) years of experience in Public Works planning and operations or a related field, five (5) of which include supervisory responsibilities. A combination of education, experience, and licensing that demonstrates the ability to perform the job functions may be considered.
• Experience reviewing and providing technical comments on construction plans.
• Experience preparing and administering comprehensive Public Works budgets.
Experience, Education, Certifications & Licenses
• Valid Texas Class C Driver's License with a clear driving record
• NIMS Training
• TCEQ Class B Water Distribution, TCEQ Class B Groundwater Production, and TCEQ Wastewater Collections III licenses or equivalent are required (or must be obtained by an agreed-upon future date).
