General Functions
This is professional-level budget analysis work in the City's Budget Section of the Finance Department. Employees in this class assist in the preparation and maintenance of the City's operating and capital budgets and in the providing of budgetary analysis and assistance to the City Manager and the various City Department Heads. Employees assist in the development of guidelines for department budget preparation, make recommendations regarding fee (revenue) changes, monitor and review expenditures, maintain personnel position control system, and make recommendations regarding the results of fiscal or operational reviews. The role also contributes to the citywide strategic planning process by collaborating with department directors to formulate strategic and long-range goals, as well as develop inter-department planning steps and appropriate performance measures.
Emphasis of the work is on participating in allocating of resources in support of the City's strategic plan through performance-based budgeting approaches; identifying and measuring work outputs and outcomes; analyzing methods, procedures, and workflow; and assisting in the preparation of reports containing conclusions and recommendations. Supervision is received from a professional superior who assigns work, provides guidance and assistance, and reviews completed tasks. This position reports to the Accounting Manager, who is responsible for overseeing the budget and who also will conduct performance evaluations.
The incumbent exercises significant independent judgment when planning, implementing, revising, and maintaining budgets and when preparing statements and reports. They receive supervision and support from the Accounting Manager, Assistant Finance Director/Controller, or Finance Director. It is expected that the incumbent can articulate and defend their judgments to senior-level employees of the City, including Department Directors.
Effective and respectful communication and interaction with other employees, management, other city personnel, and individuals from external organizations are essential. "Management" refers to the Finance Director, Assistant Finance Director/Controller, and Accounting Managers.

Essential Duties And Responsibilities
- Prepares budgets, interacting with Department Directors and key staff members in operating departments.
- Reviews department budgets, inclusive of revenues and expenditures.
- Monitors department budgets, comparing actual to budgeted expenditures, monitoring position control including approval of requests to fill positions, etc. Assists in analyzing the projected future revenues and expenditures submitted by Departments.
- Assists in the preparation of the overall budget document and has responsibility for the preparation of specific sections of the budget document.
- Prepares cost/benefit studies, analytical reports, and other reports, as requested.
- Reviews current financial records and accounts, analyzes data and provides recommendations to improve efficiency.
- Assists with conducting long-range planning and budget forecasts for the City, including the capital budget planning and development.
- Logs Budget Transfers submitted from all City Departments into the Finance Department’s workflow database, conducts a preliminary review and pre-approval before submitting the budget transfer and all relevant supporting documents to management for final approval.
- Reviews and approves all requisitions entered citywide for accuracy, appropriateness of account(s) charged, and funding availability.
- Participates in the implementation of approved recommendations, including assisting in the preparation of forms, procedures, and training materials.
- Provides support to fee studies and cost analyses.
- Provides assistance to the City Manager's Office when requested.
- Performs special projects as required.
- Assists department directors with the development of department-level strategic plans and ensures department compliance with the planning methodology.

Type Of Appointment/Work Hours
- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The work day may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Will be required to work occasional overtime or shift assignments, if applicable.

Requirements
- Must possess a high school diploma or its equivalency.
- Bachelor’s degree in accounting, finance, or a related field; supplemented by two (2) or more years of progressively responsible experience in professional accounting, preferably in a governmental environment; or an equivalent combination of education, certification, training and/or experience. Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or Certified Public Finance Officer (CPFO) preferred.
- Must be able to work in a mainframe environment.
- Must be able to work independently with minimum supervision.
- Must be able to meet deadlines and work well under time constraints.
- Must be able to communicate effectively in writing and orally.
- Must be proficient with Microsoft products (Word, Excel, Outlook, etc.).
- Familiarity with HTE accounting system products is a plus.
- Ability to maintain an effective working relationship with employees, supervisors, other departments, city officials, external auditors, and the public.
- Must possess excellent financial credit.
- Must possess a valid Florida driver's license with a clean driving record.
- Must pass a background screening process.

Work Authorization/Security Clearance
- The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
- The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
