PAY AND BENEFITS
Annual Pay Range: $88,770.58 - $119,841.91
Hourly Pay Range: $42.678165 - $57.616303
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as an Administrative Services Supervisor

JOB DETAILS AND QUALIFICATIONS
The North Clackamas Parks and Recreation District (NCPRD) is seeking an experienced and detail-oriented accounting and financial professional to join our team as the Financial Services Supervisor to lead our financial functions and contribute to the district's overall success.
This pivotal role encompasses a wide range of responsibilities, including budgeting, grant and contract administration, purchasing, and general office operations. As the Financial Services Supervisor, your work will significantly impact our program planning, policy development, intergovernmental activities, and public relations efforts. This role is vital in ensuring our operations run smoothly and efficiently, making your contribution invaluable to our success.
In this role, you will be responsible for planning, coordinating, and supervising administrative functions such as accounting, financial reporting, annual budgeting, billing, and information system administration. Your ability to serve as a liaison to other County departments with jurisdiction in these activities will be essential to maintaining strong, collaborative relationships across the organization. Additionally, you will play a key role in preparing and administering division or department budgets, reviewing and analyzing budget requests, and presenting budget justifications to the department or division director. These tasks directly influence our financial health and the success of the North Clackamas Parks and Recreation District.
The ideal candidate will possess a strong background in financial management, with a deep understanding of governmental accounting standards and practices. Experience in grant administration, contract negotiation, and financial reporting is crucial, as is the ability to analyze complex financial data and provide strategic recommendations. Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of progressively responsible professional accounting, financial analysis, budgeting, reporting, and audit experience that would provide the required knowledge and skills to perform the responsibilities of this position
• At least two (2) of those years must include leading, supervising, or managing the work of others (i.e. providing daily work direction, scheduling and assigning work, checking completed work, and providing training)
• Experience with budgeting, grant administration, and contract negotiation
• Demonstrated knowledge of Governmental Accounting Standards (GASB), Generally Accepted Accounting Principles (GAAP), and financial reporting requirements
• Strong analytical and problem-solving skills, with the ability to interpret complex financial data and provide strategic recommendations
• Strong communication and leadership skills, with the ability to effectively manage and mentor a team
• Ability to build and maintain effective working relationships with county departments, external stakeholders, and the public
Preferred Special Qualifications/ Transferrable Skills:*
• Current Certified Public Accountant (CPA) licensure or similar
• A Bachelor's degree in Accounting, Finance, Public Administration, or a related field
• Experience of accounting and budgeting in a governmental setting
• Experience in a supervisory or management role
• Familiarity with federal, state, and local regulations related to financial management and grant administration

TYPICAL TASKS
As the Financial Services Supervisor, you will be responsible for planning, coordinating, and supervising administrative functions, including accounting, financial reporting, annual budget, billing, and information system administration. Your role as a liaison to other County departments with jurisdiction in these activities is essential.
As the Financial Services Supervisor, you will be vital in preparing and administering division or department budgets. Your review, analysis, and recommendation of budget requests and your presentation of budget justifications to the department or division director will shape our organization's financial health.
Additional duties may include but are not limited to the following:
• Assists and administers division or department contracts for goods, services, and capital purchases; prepares requests for proposals; negotiates terms and conditions; monitors contracted services for legal, fiscal, and program compliance.
• Prepares financial reports for NCPRD's economic credibility, impacting external stakeholders. Performs analyses, research, reconciliations, and adjustments. Develops, reviews, interprets, and adjusts supporting schedules and notes and monitors departmental and financial matters for county commissioners and department management's supplementary information. Delivers presentations expenditures, conducts comprehensive financial analysis and forecasting for NCPRD revenue and expenditures, and presents recommendations accordingly, Coordinates fiscal operations and systems with County Finance. Assesses and evaluates fee increases or revision studies.
• Assists in the development and implementation of finance division or department policies; prepares and revises procedures, rules, and manuals; acts as the NCPRD technical lead for new GASB (Governmental Accounting Standards Board) pronouncements and GAAP (Generally Accepted Accounting Principles) changes, ensuring compliance with updated standards. Attend meetings, conferences, workshops, and training sessions to become and remain current on principles, practices, and new developments in assigned work areas; analyze and interpret federal, state, and local laws, regulations, policies, and procedures to ensure compliance.
• Review all department grant applications to ensure financial feasibility and application. Monitors all revenue and expenditures related to awarded grants; prepares financial reports, invoices, and requests for reimbursements. Provides analysis and reporting and is the technical lead for the NCPRD ACFR(Annual Comprehensive Financial Report). Monitors funds, resolves accounts and reporting issues as necessary, analyzes data, and prepares or oversees the preparation of financial NCPRD reports, ad-hoc reports, and year-end audit work papers; develops work schedules to meet audit deadlines procedures to the independent auditors, responsible for month-end and year-end close; assists in ensuring continued qualification for the Excellence in Financial Reporting Certificate from the Government Finance Officers' Association.
• Hires and directs professional, technical, and clerical staff to provide quality service to citizens and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
REQUIRED KNOWLEDGE AND SKILLS
Through knowledge of: Principles and practices of public administration, including management analysis, organization design and budget, grant and contract administration and personnel management; government financing methods and funding sources; state and local government operating methods and procedures; techniques of public relations.
Skill to: Plan, organize and coordinate an administrative services program; formulate and evaluate policies and procedures; develop, evaluate and justify division or department budget requests and grant proposals; administer and control the distribution of funds according to approved budget or grant; compile and analyze data and develop recommendations; design, develop and implement systems and procedures for efficient department or division operations; communicate effectively, both orally and in writing; establish and maintain effective working relationships with elected officials, government agencies, County employees and the public; interpret and apply provisions of federal, state and local legislation, rules and regulations affecting the administration of division or department policies and programs; plan and direct the work of professional, technical and administrative support personnel.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. North Clackamas Parks & Recreation District (NCPRD) is a service district of Clackamas County dedicated to providing exceptional parks and recreation programs, facilities and services. Voters approved the formation of the District in 1990 because they saw the need for greater parks and recreation services in the north end of the county. The District - which serves more than 105,000 residents in a 27-square mile area - includes the city of Milwaukie and a large area of unincorporated Clackamas County.
NCPRD offers 32 parks, many acres of natural areas and sensitive habitat, and a network of trails including the 6-mile Trolley Trail. Additionally, NCPRD offers a wide range of programs, services and events, and operates several recreational facilities such as the North Clackamas Aquatic Park, Milwaukie Center and the Concord Property.
