The Position
Under the general supervision of the Emergency and Governmental Affairs Manager, incumbent performs difficult professional and administrative work in the planning, development, coordination, implementation, and execution of a comprehensive emergency preparedness program.
An employee in this classification is responsible for analyzing programs, conducting research, interpreting data, coordinating inter-agency communication/operations, developing outreach activities, coordinating volunteers, and improving existing systems and efforts as applicable. In addition, the incumbent will be responsible for planning, implementing, and coordinating City-wide emergency operations plan and functions, ensuring that all regulations and procedures are followed; assisting with the development of emergency management training programs; coordinating efforts with the City departments and other agencies; and maintaining appropriate records.
- Coordinates, develops, and updates comprehensive emergency management plans and operations to mitigate, prepare for, respond to and recover from the effects of any and all natural or manmade hazards; assesses current emergency response capabilities and develops procedures to address them.
- Drafts policies, procedures, and various emergency management checklists; develops, writes, maintains, and updates forms, logs, resources and phone lists, manuals, standard operating guidelines, and other procedural information for emergency operations.
- Coordinates emergency management plans, procedures, and resources with all City departments, and other local, regional, state, and federal response agencies.
- Disseminates emergency warnings and notifications to City staff and the public.
- Advises City staff on threat/situational awareness, emergency operations, preparations, and plans.
- Develops contingency plans for City services for emergencies, special and unique projects and programs.
- Reports to the Emergency Operations Center during emergency periods and assists with running EOC operations.
- Prepares and disseminates Incident Actions Plans, Situation Reports and other documentation during emergency periods.
- Assists with emergency management training development and coordination to include state and federal standards.
- Coordinates emergency preparedness activities, training programs, operations drills, and disaster simulation exercises with Police and Fire Rescue and other departments to prepare residents and staff to respond quickly and effectively in emergencies.
- Assists City staff with documentation of expense and reimbursement activities during emergencies.
- Assists with presentations and other outreach activities for citizens and community groups regarding prevention, identification and preparedness in emergency situations; participates in other public relations activities in support of the emergency preparedness program.
- Prepares and disseminates educational materials and programs to assist residents in preparing for emergencies both in the home and at work; promotes emergency safety programs.
- Assists with recruiting and directing volunteers to assist the City during day-to-day and emergency situations.
- Works with Public Works, Public Utilities, Police, Fire Rescue and other departments to manage environmental issues relative to identifying hazards; developing remedial plans; coordination of issues with other City staff.
- Develops emergency management plans/strategies for special events organized by the city.
- Assists in preparation of grant applications and accreditation.
- Assist with benchmarking assessments of other agencies to identify best practices.
- Conducts departmental needs assessments.
- Executes all duties in a dynamic environment.
- Performs administrative and clerical duties such as answering phone calls, filing, scheduling, etc.
- Performs other job duties as assigned.

Required
Possession of a Bachelor’s degree from an accredited college or University or with a major in Emergency Management, Safety, Public, or Business Administration or related field; one (1) year of experience in emergency management, emergency services, or public safety; or any equivalent combination of education, training and experience. Public Affairs and/or community outreach experience a plus. Completion of Incident Management System (ICS) 100, 200, 700, and 800 required. Completion of G-300 and G-400 courses must be completed within one (1) year of hiring if not already attained.
Preferred
Certified Emergency Manager (CEM) or Florida Professional Emergency Manager (FPEM) certification. Fluency in Spanish. Proficiency in WebEOC.

While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The Examination
Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.
You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.
Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. Summary Of Benefits For Part-time Employees
Regularly scheduled non-seasonal part-time employees who average at least thirty (30) hours or more of work per week shall be eligible for the following benefits:
- All regular part time employees who average at least 30 hours per week shall accrue paid vacation following their employment anniversary date. Employees shall accrue vacation leave as follows:
- up to seven (7) completed years 60 hours
- more than seven (7) but less than ten (10) completed years 84 hours
- more than ten (10) but less than fifteen (15) completed years108 hours
- more than fifteen (15) but less than twenty (20) completed years 120 hours
- twenty (20) completed years and above 150 hours

- Part-time employees who average 30 hours or more per week accrue six hours (6) per month in sick leave accruals. The hours paid to the employee will be the number of hours that the part-time employee was scheduled to work on the date they called in sick.
- Part-time employees who average 30 hours or more per week will receive 12 hours each fiscal year of use-it-or-lose-it time off in recognition of the importance of mental health well-being.
- Bereavement leave is provided for the demise of an immediate family member. Part-time employees will receive one work week with compensation based upon the average hours worked in the previous 13 weeks.
- Employees will receive longevity compensation added to their base salary for the following continuous years of service with the City:
- 5 years of service 5%
- 10 years of service 3%
- 12.5 years of service 2.75%
- 15 years of service 2%
- Part-time employees who average 30 hours or more per week will receive a (non-matching) City contribution to a Nationwide deferred comp 457 plan in the amount of $1,000.00 to be paid annually on the employee’s anniversary date of hire. (Employee must enroll in a 457 to receive).
- Part-time employees who average 30 hours or more per week and families shall be provided the option of coverage in the City’s health insurance plans. The City will contribute 80% of the premium for employees electing single or dependent coverage on the OAP plan and the employee will be responsible for contributing 20% of the premium; The City will contribute 100% of the premium for employees electing single coverage on the OAPIN plan. For employees adding dependents, the City will contribute 90% toward the premium and the employee will be responsible for contributing 10% of the premium. For 2024, the biweekly rates are as follows:

- Employees will receive from the City a “use it or lose it” Health Reimbursement Account annually. The amount to the employee is determined by the employee’s medical enrollment status or if no coverage is elected then it will default to the lowest level. The level of the City contribution will be reevaluated once a year. The levels are: Single or no coverage = $400; Employee plus one = $600; and Employee plus two or more = $1000. In addition, the employee may establish and contribute to a Flexible Spending Account.

- Part-time employees who average 15 hours per week but less than 30 will receive 8 hours each fiscal year of use-it-or-lose-it time off in recognition of the importance of mental health well-being.
- Part-time employees who average 15 hours per week but less than 30 will be provided a supplement insurance product in the amount not to exceed $500.00.
